In a 50-page ruling issued Wednesday, Los Angeles Superior Court Judge James C. Chalfant found the environmental impact report (EIR) faulty in 11 areas ranging from traffic to air quality. This means Caruso's mall project is stalled until changes are made to the EIR.

The $16 million Arcadia Police Station building, built with bond money and city and CRA funds, is on target for completion in July. WWM Associates designed the building. Mallcraft of Altadena is the contractor and Construction Control Group is the manager of the project. The station is the first civic project constructed with bond funding.

Expansion of the Westfield Shoppingtown Santa Anita will begin soon. It will add 104,400 sq. ft. of retail, 18,400 sq. ft. of restaurants, a 7,800 sq. ft. food court, 45,000 sq. ft. of specialty stores, 54,300 sq. ft. of movie theaters, and a 5,400 sq. ft. auto center. The planned tenants include an AMC theater, Borders Book Store, and Sports Chalet. Expansion will be completed in 2005.
