The ad (open letter to the Arcadia community) that was paid for by the three members of the Arcadia Unified School District Board of Education who are targeted for recall--Cung Nguyen, lori Phillipi, and Kay Kinsler--was printed in the Pasadena Star News August 11, 2013. Fired Arcadia High School cross country coach James O'Brien and his supporters say the letter was a public relations bid to derail the recall effort. Rides are hard to find for seniors. Dial-a-Ride, meant for home-bound elderly, being misused shuttling school children. In 2014 consultant group IBI Group recommended three changes--new fixed routes for the general public, a shuttle service from the Metro Gold Line station to popular locations in the city, and a return to Dial-a-Ride service to seniors and disabled. The changes were planned to coincide with the Gold Line opening in march but after hearing concerns from students and parents, city officials agreed not to cut off the Dial-a-Ride service to the general public until the end of the school year.

Arcadia City Council hears public concerns over historic preservation on February 19. In 4-1 vote City Council agreed not to accept the current ordinance as is, but instead to have city staff revise it. Councilman Roger Chandler took some angry digs at local historians such as Carol Libby about the proposed ordinance. Marcello Vavala, of the Los Angeles Conservancy, said the proposed ordinance was fair because it would require consent of the homeowner to officially designate the home a historic entity.

Arcadia Unified School District has been mandated to honor transgender student's rights. A settlement agreement resolves a complaint filed October 2011. The complaint alleged that the district had prohibited the student from accessing facilities consistent with his male gender identity, including restrooms and locker rooms. The United States federal government investigated the complaint under Title IX of the Education Amendments of 1972 and Title IV of the Civil Rights Act of 1964. Both Title IX and Title IV prohibit discrimination against students based on sex.

Arcadia City Council has agreed to reconsider the controversial policy of not allowing homeowners to change their addresses, after several homeowners complained they can't sell their homes at fair market value, due to a popular Chinese belief that the number four is unlucky. Arcadia Mayor Gary Kovacic said, "...I think we have to look at the true economic impact of this." Councilman Roger Chandler said, "I don't think we should operate public policy on superstition."

Secrecy by school districts blasted. Board of Education members Mike Spencer of West Covina Unified and Ramon Miramontes of Pasadena Unified each called for more transparency from their staffs on the issue of teacher misconduct. Pasadena Star News sent Public Records Act requests to 28 school districts in San Gabriel Valley requesting information on teacher misconduct. While two districts--Arcadia Unified School District and Bonita Unified--have now released information, 26 others have cited employee privacy concerns as a reason to keep their records private.

Letter to CIF-SS detailed fired Arcadia High School coach James O'Brien's alleged rule violations. The violations include "hundreds of instances" of the coach recruiting middle school students, punishments for athletes who did not participate in illegal Sunday practices and an attempt to place illegal flags on a course to gain a competitive advantage. The undated letter, sent by Arcadia High School Principal Brent Forsee to the California Interscholastic Federation Southern Section sometime in late June or July, was publicly released for the first time under a Public Records Act request filed with the school district by this newspaper.

Pension reform is happening with Arcadia city employees. Arcadia City Council approved an ordinance last week whereby police officers and firefighters hired by the city are now required to pay their full employee share, or 9 percent, of their pension costs--an amount previously covered by the city. In addition, tentative agreements are in place with 4 out of 5 employee unions, to have members pay their full share by the next 3 years. Annual increases in employee costs during that period would be offset by equivalent annual raises. Other San Gabriel cities may follow suit.

The California Fair Political Practices Commission started an investigation into two matters related to Tay even before the April 24 City Council meeting, at which his appointment to mayor was delayed due to allegations of campaign fraud. In the wake of the firing of Arcadia High School cross country coach James O'Brien, twelve alumni, students and parents, have joined forces in an intensive effort to recall Arcadia Unified School District Board members Cung Nguyen, Kay Kinsler, and Lori Phillipi. The recall petition is headed by Esmond Wei. One issue is a list of O'Brien's alleged CIF violations that Arcadia High School formally sent to CIF officials. According to Wei, Arcadia High School's principal refused to let O'Brien see the letter. Wei said support for O'Brien is growing. See also p. 8 for related story.
