District Attorney Jackie Lacey finds no crime or wrongdoing in horse deaths. Prosecutor says there is no evidence owners, jockeys or trainers knowingly raced injured animals at Santa Anita Park over the past year. Since July 2018, 56 horses have died at Arcadia race track. Of those, 34 died while running on Santa Anita's main dirt track. Santa Anita Park averages about 2.04 deaths per 1000 racing starts, according to the Jockey Club. The national average in 2018 was 1.68 deaths per 1000 starts. The District Attorney's report includes 27 recommended changes to improve safety and reduce fatalities. Santa Anita Park unveiled its new, all-dirt main track yesterday, allowing thoroughbred horses to get used to the natural surface three weeks before the start of the traditional winter meet. The dirt track replaces a synthetic one that failed to drain properly during heavy rains, resulting in 16 lost racing days since the fall of 2008.

Workers gather at rally to warn about how shutting down horse racing permanently over the twenty-nine horse deaths would impact thousands of employees. Reforms have been instituted at Santa Anita Park, including stricter rules for medications and more thorough examinations, but horse deaths are inevitable in horse racing. Rally calls for compassion for track employees too, whose livelihoods will be affected by a closure. They are an already vulnerable population.

Santa Anita Park owner Frank Stronach met with about a dozen horse trainers to discuss the track's racing surface. Stronach announced that he would not replace the synthetic Pro-Ride track yet, but will stick with it until he gets the ability to run the track with less state regulations. He wants free enterprise, which he may never get. In the meantime, drainage problems and injuries persist on the synthetic track. Stronach said he'd be back in April to discuss the issue more.

Los Angeles County Arboretum and Baldwin family push to revive Baldwin Lake. The 4-acre lake in the middle of the Arboretum stands polluted, filled with tons of mud and filth from years of urban runoff. Tony Zampiello, executive officer of the Main San Gabriel Basin Watermaster, along with the county's Department of Parks and Recreation, have formed a task force with goal of dredging the old lake built by Elias J. "Lucky" Baldwin in the late 19th century. Margaux Viera, Baldwin's great-great-great granddaughter, a member of the "Save Baldwin Lake" task force, says the shoreline around the lake is collapsing and eroding. Santa Anita Park's synthetic track surface will be removed and a new $5 million plus dirt surface, closely resembling the ones at Churchill Downs, Gulfstream Park and the Oklahoma training track at Saratoga, will be installed. Santa Anita Park attacks fatal toll through technology. It is the first race track to use the Mile-Pet scanner, developed by the veterinary medicine department at UC Davis. Its purpose is to find things inside a horse's legs and ankles that will cause a problem. It will not eliminate tragic outcomes on the race track but the hope is it will improve safety, keeping unfit horses in the barn and reduce the horse death toll.
