Howard Jarvis, the father of Proposition 13, spent an hour in Arcadia, knocking down the "straw man" arguments he said were being put up against the property tax initiative. Prop. 13 would reduce property taxes in California to 1 percent of what market value was in 1975-1976, plus whatever is necessary to pay off current bonded indebtedness. A 2 percent annual inflation rate is written into the constitutional amendment.

Arcadia Unified School District has faced the reality of mid-year school budget cuts for the past 3 years. To prepare for a possible fourth year of mid-year cuts, the AUSD school board is exploring the option of a parcel tax, an amount to raise hopefully a few million dollars that would help offset what the State is expected to take away. Arcadia School Board Vice President Joann Steinmeier and colleagues are investigating the need for a parcel tax and what form it might take to get passed at the March election.

Santa Anita Park's synthetic track surface will be removed and a new $5 million plus dirt surface, closely resembling the ones at Churchill Downs, Gulfstream Park and the Oklahoma training track at Saratoga, will be installed. Assembly Bill 2414 is a gambling bill that, as originally introduced, would have increased takeouts--the money race tracks make on given bets. The bill's original language would have permitted any California race track hosting the Breeders' Cup to spend the extra takeout money on promotion of the annual event. Supporters hope that portions of the bill would convince the Breeders' Cup to permanently settle in California. Late amendments inserted last week are stirring up controversy. These changes would make a form of gambling known as "exchange betting" legal in California, essentially allowing horse players to bet against one another by setting their own odds and potentially betting on horses to lose a race. MI Developments opposes the exchange betting portion of the bill.

Westfield Santa Anita mall, Santa Anita Park race track, and other businesses cope with power outages and wind damage. Westfield Santa Anita mall was unable to open due to a widespread power outage although power was restored to the center's east end by 4:30 PM yesterday. Santa Anita Park was closed yesterday due to a power outage. The race track also sustained wind-related damage to the roof in its stable area and also had several uprooted trees. Huge, old trees were blown down in Arcadia.

Inglewood's Hollywood Park racing history going to auction. The track recently closed for good, but the 75-year-old Southern California landmark is having a 2-day auction of miscellaneous surplus equipment. "All of the good merchandise--the good furniture, paintings, memorabilia--has been moved to Santa Anita Park and to other racetracks, and what they have here is the dregs," said Tijuana-based antique dealer Antonio Vibrillo.
