Mayor Gary Kovacic and former councilman John Wuo were leading yesterday in the early returns for two City Council seats, but former school board president Mary Dougherty was close behind. About 6,500 of the city's nearly 30,000 voters had already cast their vote as of early Tuesday evening.

Arcadia voters will choose two City Council members from the candidates running--Gary Kovacic, John Wuo, Sho Tay, Henry Nunez, and Mary Dougherty--and vote on Measure D, the extension ofthe hotel room tax from a 30-day maximum to a 90-day stay. Arcadia certifies city council election victories for John Wuo and Gary A. Kovacic. The results were certified this week after election officials were able to verify and count 661 of the remaining 681 ballots of the April 10 election. There were 105 ballots that had to be disqualified because voters selected more than 2 candidates in the all-mail election. At least some of those were caused by an error in the ballots' Chinese-language instructions that directed voters to select no more than 3 instead of 2 candidates, prompting the city to send out correction notices. Gene Glasco was elected City Clerk. Measure D, the hotel room tax, passed.

In a letter sent to Mayor Tom Beck, the HQH Chinese American Equalization Association demands district voting in Arcadia. The association claims at-large system dilutes influence. According to 2010 U.S. Census, Asians represent 60% of the city's population of 56,364 and about 46% of its registered voters. The letter points out that no more than 2 Asian Americans have served on Arcadia City Council at the same time. Beck said Arcadia doesn't have the problem of Asians being underrepresented.

A video created by three Arcadia High School graduates went viral and brought people to a school board meeting alst week, in support of fired cross country coach James O'Brien. The creators of the video are Esmond Wei, Ben Hsueh, and Sergio Rodriguez. The video was posted on YouTube.com and had more than 10,000 views in three days. A week later, it had more than 16,000 views.

Arcadia city's nearly 29,000 voters were sent election ballots last week with a critical error in its Chinese language instructions that could cause votes to be invalidated. The mail-in ballots directed voters in Chinese, to choose up to 3, instead of 2, City Council candidates, in the race for two open seats. City Manager Don Penman said the error is estimated to cost between $7,000 and $10,000 and that the election consultant Martin and Chapman Co., in Anaheim, should reimburse the city.

A message supporting embattled former Arcadia High School cross country coach James O'Brien, sent by a concerned parent named Michael Yamane, was forwarded to the police by a school board member. Yamane's email urged the district to reconsider its firing of O'Brien, accuses district officials of abusing employees, lying about a CIF-SS investigation into O'Brien's program, and suggested officials might be breaking state law. Yamane is concerned about his constitutional right to free speech, after his email was forwarded to police. Yamane is also a proponent of the "Recall Arcadia" campaign, which seeks to recall three school board members.

The vote was for a .75% sales tax increase to bring the tax from 9.5% to 10.25%. This hike could bring in $8.6 million annually to keep city services, especially public safety, at current levels.
