"Visions of Arcadia", the anthology of essays celebrating the city's centennial, will be out in time to be presented at the city's 100th birthday party on August 5. The book was edited by Councilman Gary Kovacic. The printing cost over $15,000.

The city has taken a second pumper truck out of service following a July 4 incident in which a water pump failed to engage on a fire truck. The two engines that malfunctioned were bought from Kovatch Mobile Equipment Fire Apparatus. David Contreras died in the July 4 incident. See related story, Arcadia Weekly, July 11, 2002, p. 8.

The Arcadia city budget of $35.8 million for the 2003-2004 fiscal year was unveiled and will be the subject of a public hearing June 14. City Manager Bill Kelly called the spending program "flat line," with only 1.5 new city jobs in the coming year. Kelly said Arcadia is protected from possible cuts to meet state budget uncertainties because of $6 million in reserves, which were earmarked but never spent in a previous budget. The city is safe for at least the next two budget years.

The Arcadia Board of Education has adopted a resolution opposing SB 1419, which would limit the authority of school boards to contract out for services. The bill is on the governor's desk for signature or veto. The bill would restrict districts from using personal services contracts if the duties can be performed by district employees.

The notice reads, "Although the Arcadia Public Library makes every reasonable effort to protect your privacy, under the federal USA PATRIOT Act (PL107-56), records of the books and other materials you currently have on loan from this library, your inter-library loan requests placed during the past year, or the Internet sites and e-mails that you access through our computers may be obtained by federal agents. That federal law prohibits library workers from informing you if federal agents have asked about or obtained your records.

City Manager Bill Kelly told local leaders that an arts center could cost from $5 to $15 million, whether it is an auditorium alone, or a complex, which could include an art gallery and meeting rooms.

In a unanimous vote, Arcadia City Council deals a blow to builder KVH Design Group, rejecting the developer's appeal and their plans to build a nearly 7,000 square foot two-story single-family house at 211 Monte Place. The Highlands Homeowners Association (HOA) Architectural Review Board (ARB) had turned down the plans on grounds that the proposed home was "incompatible in mass and scale to the surrounding buildings in the neighborhood." Arcadia City Council agreed.
