PETA and City of Arcadia reach deal over coyote plan. Group had sued after city planned to start trap-and-kill program. Arcadia will pay $15,000 to settle the lawsuit that contended the city council approved the contract without an environmental report mandated by the California Environmental Quality Act. Arcadia City Council rejected objections filed by Los Angeles County and declared a redevelopment district for South Arcadia. The district, which covers business properties along Las Tunas and Live Oak, will be operated as a non-contiguous part of the Arcadia downtown redevelopment district. The City Council declared the area does suffer from both economic and physical blight, and hope to spend $12 million to upgrade the district.

The city council has decided to appropriate $35,000 toward the design of a light rail bridge over Santa Anita Avenue. This is to pay for early design work needed for an environmental impact report. The bridge project is expected to cost the city $10.7 million which may come from a bond. The Construction Authority would pay $18.4 million bringing total bridge cost to $29.1 million.

Arcadia launches the new Arcadia Downtown Business Association, with plans to revitalize the downtown district. Matt McSweeney is the association's chairperson and owner of Matt Denny's Ale House Restaurant on East Huntington Drive. City officials will spend about $90,000 on a parking study and about $18,000 in redevelopment funds to get Arcadia Downtown Business Association off the ground. The revitalization plans should work nicely with the slated opening of the Gold Line station at the northwest corner of North First Avenue and East Santa Clara Street by 2014.

Arcadia city officials will consider changes to its General Plan, a 25-year blueprint for land-use decisions. The new plan aims to revitalize the city's downtown (First Avenue and Huntington Drive) as well as the Live Oak Corridor in the city's southern end. "We're making it easier to develop the downtown and the area around the (future) Gold Line station," said Council Bob Harbicht. If approved, it would allow for mixed-use commercial and residential complexes, commercial square footages could double and the height limit would increase from 40 to 45 feet.

Arcadia Ultimate Automotive has been served with a lawsuit from Trevor Law Group accusing the shop of operating without a license. The law firm based in Beverly Hills is filing frivolous suits with mainly small, minority-owned businesses especially automobile repair shops that lack resources to have a legal battle but will settle instead.

Magna Entertainment Corp. (MEC), owner of Santa Anita Park, has filed for Chapter 11 bankruptcy protection. Santa Anita Park may be sold to pay off Magna's debts. Frank Stronach paid $126 million for Santa Anita Park in 1996. The track has three potential buyers, including a group from Asia.

Downtown Arcadia business owners establish a Community Benefit District, mandating they each pay an annual assessment on their property taxes to fund marketing programs and activities in hopes of bringing more people to the area. It is called a Property-Based Business Improvement Model. It is a private-sector initiative that bills local businesses by the same criteria used in Old Pasadena--according to their frontage, lot size and scope of any buildings on a given property. 60% of downtown Arcadia owners chose the plan, the result of a three year effort.

Downtown AIA will be implementing several new streetscape beautification projects this year, planning has started on year-round decorative tree lighting on First Avenue.

Magna Entertainment Corp., owner of Santa Anita Park race track, which is in bankruptcy reorganization hearings, filed a plan that would cancel its 2005 agreement with Rick Caruso to develop the 830,000 square feet Shops at Santa Anita on the race track's south parking lot. Caruso filed an objection to the move in bankruptcy court, citing "substantial economic harm" to Santa Anita Associates, LLC, the legal entity that was going to develop the project. Santa Anita LLC has so far invested over $25 million to the project's development. Caruso is committed to developing the project in Arcadia. If the contract is indeed terminated between the parties, Magna would have to start from scratch with new plans, new environmental impact reports, and new hearings to propose another development.

Arcadia City Council puts restructure of zoning on hold; exempts Highlands from historical preservation due to ongoing lawsuit that Highlands residents filed against City Council. The lawsuit, filed in March by a group called Save the Arcadia Highlands, seeks to force the City Council to rescind its approval of two construction projects that would replace existing mid-20th century homes with significantly larger homes. Council members Tom Beck, Sho Tay, and Mayor Gary Kovacic voted to move forward with establishing historic preservation guidelines and exempt the Highlands HOA territory from the forthcoming ordinance.
