Westfield Santa Anita kicking off Lunar New Year Celebration on Thursday, January 20. It's the Year of the Tiger. Arcadia Mayor Sho Tay will join Westfield representatives and community partners to unveil a 7-foot-tall golden tiger as the centerpiece of this year's Center Court decorations. A gold "wishing well" will be installed so shoppers can donate to Asian Pacific Community Fund. Westfield will announce a Gift with Purchase promotion.

First phase of Le Meridien Hotel taking shape across from Santa Anita Park. Ground broke more than two years ago. The five-story building, on the site formerly occupied by the Santa Anita Inn (its address was 130 West Huntington Drive), was set to open first quarter of 2020, but it has been delayed. It will have a combination of Art Deco elements, inspired by nearby Santa Anita Park, with Modernist features. Architecture firm Architects Orange, interior design firm Linda Snyder Associates, and Snyder Langston is the construction team building the Le Meridien development that spans 6.5 acres.

Arcadia's new city government first formed in 1903 and its first meeting took place at Elias J. "Lucky" Baldwin's Oakwood Hotel, located at First Avenue and Santa Clara Road. Baldwin's hotel featured gambling and fine dining along with city government. The Oakwood Hotel burned down in 1911, and the city government moved to the McCoy Building at First Avenue and St. Joseph Street. Two years later, City Hall moved across the street to the Hibbard Building. In 1917, the first building was constructed as a City Hall at Huntington Drive and Second Avenue (?). A two-story colonial building was built for $18,000. This City Hall opened on July 13, 1918. City Hall moved in 1949 to a 13-acre parcel between Huntington Drive and the Pacific Electric railroad tracks.

The fountain at Peacock Corner (southwest corner Santa Anita Avenue and Huntington Drive) is taking on a new look. Student volunteers are placing small mosaic tiles on the facade of the fountain. Local interior designer Shirley Farris volunteered to coordinate the project.

A history of the Van de Kamp's windmill atop the Denny's Restaurant currently at the northeast corner of Santa Anita Avenue and Huntington Drive. The Arcadia windmill was built nearly 40 years ago as part of an architectural movement called programmatic architecture, or roadside vernacular, wherein the buildings reflected their tenants. The Arcadia city budget of $35.8 million for the 2003-2004 fiscal year was unveiled and will be the subject of a public hearing June 14. City Manager Bill Kelly called the spending program "flat line," with only 1.5 new city jobs in the coming year. Kelly said Arcadia is protected from possible cuts to meet state budget uncertainties because of $6 million in reserves, which were earmarked but never spent in a previous budget. The city is safe for at least the next two budget years.

The City will pay $25,000 of city money toward putting a 10-foot tall bronze peacock at Peacock Corner, in front of Arcadia County Park, on the corner of Huntington Drive and Santa Anita Avenue. The sculpture will emerge from the center of the fountain at the corner. The actual cost of the sculpture and base is $36,500. The fountain was originally donated by Rotary Club 35 years ago.
