Charles Cooper continues his Arcadia city centennial series "Memories of Arcadia" with a story about Arcadia's mayors. A. N. Multer was the first person to be given the title of mayor of Arcadia. City founder Elias J. "Lucky" Baldwin was the city's first presiding officer, but he held the title of president of the Board of Trustees. The title of mayor was not adopted until 1927, when the Board of Trustees changed to the City Council. Arcadia will have 4 mayors this year to mark the city's centennial. Each city council member will rotate into the position. More interesting facts: Floretta Lauber was the first woman to serve as mayor. She paved the way for Mary Young, Barbara Kuhn, and Gail Marshall to follow. Other history of mayors is recapped. The first city manager was William J. Richards in 1951, when a charter was adopted. The longest serving city official was City Clerk Christine Van Mannen, who held the job for 32 years. See hard copy in VF Arcadia (City) History.

Dr. Sheng Chang has been elected mayor of Arcadia. He is the first Asian-American mayor of Arcadia. In 1994, he was the first Chinese-American Arcadia City Council member.

Arcadia City Councilman Gary Kovacic will take over as mayor at the next City Council Meeting. He will serve through October 21 and then the position will rotate to John Wuo (October 21-January 4), Mickey Segal (January 4-April 20). Gail Marshall was mayor through April 15 of this year. All council members are rotating to the position of mayor during the city's centennial.

Arcadia kicks off 2020 City Council election. Final candidates in District 1 are Mayor April Verlato running for reelection and newcomer Yuli J. Sira. Verlato is currently on the last year of her first term on city council and she as elected mayor her last year. She is an attorney with Verlato and Roberts law firm in Arcadia. She is a native of Arcadia, with a long list of endorsements, including former mayors of Arcadia. Sira is a real estate agent with Coldwell Banker. District 4 has two candidates--longstanding council member and former mayor Peter Amundson and newcomer Paul Cheng. Amundson has completed three terms on City Council and served twice as mayor. He is an Arcadia native, with a long list of endorsements. Paul P. Cheng is a highly publicized attorney specializing in business operations and commercial realty transactions. He previously ran for Arcadia City Council in 2010. Also up for reelection is City Clerk Gene Glasco. He is running unopposed.

Arcadia Politics Becomes Ever More Confusing. Arcadia residents tell us they are concerned that the redistricting rules have changed the city’s voting requirements so much that it is hard to vote for someone you are not familiar with. Therefore, some voters told Arcadia Weekly they simply don’t vote anymore. The recent council meeting was, indeed, contentious, as one of my colleagues wrote last week. It appears there’s a push to change the political environment back to at-large voting.

A history of the Van de Kamp's windmill atop the Denny's Restaurant currently at the northeast corner of Santa Anita Avenue and Huntington Drive. The Arcadia windmill was built nearly 40 years ago as part of an architectural movement called programmatic architecture, or roadside vernacular, wherein the buildings reflected their tenants. Arcadia's new city government first formed in 1903 and its first meeting took place at Elias J. "Lucky" Baldwin's Oakwood Hotel, located at First Avenue and Santa Clara Road. Baldwin's hotel featured gambling and fine dining along with city government. The Oakwood Hotel burned down in 1911, and the city government moved to the McCoy Building at First Avenue and St. Joseph Street. Two years later, City Hall moved across the street to the Hibbard Building. In 1917, the first building was constructed as a City Hall at Huntington Drive and Second Avenue (?). A two-story colonial building was built for $18,000. This City Hall opened on July 13, 1918. City Hall moved in 1949 to a 13-acre parcel between Huntington Drive and the Pacific Electric railroad tracks.
