An 8-foot tall bronze tribute to Arcadia's official bird, the peacock, will be unveiled August 5, as part of the city's centennial celebration. The statue will be located in the fountain at Peacock Corner, in the front of Arcadia County Park, at the southwest corner of Huntington Drive and Santa Anita Avenue. The sculptor of the peacock is Dave Chapple and the sculpture cost $30,000.

Arcadia's official city birthday party will be held August 5, a date that reflects the official declaration of Arcadia cityhood by the Board of Supervisors, back in 1903. The 100th birthday party includes a scavenger hunt, the release of the anthology "Visions of Arcadia," unveiling the bronze peacock statue at Peacock Corner, a mixer at the Ruth and Charles Gilb Arcadia Historical Museum, and a birthday party at the Community Center. Arcadia celebrates its 100th birthday on August 5, 2003. The date reflects the anniversary of the Los Angeles Board of Supervisors certifying the results of the cityhood election. Elias J. "Lucky" Baldwin was talking about creating a city as early as 1886. He wanted to name the city Baldwin. On July 27, 1903, thirty-nine residents voted for cityhood.

The City will pay $25,000 of city money toward putting a 10-foot tall bronze peacock at Peacock Corner, in front of Arcadia County Park, on the corner of Huntington Drive and Santa Anita Avenue. The sculpture will emerge from the center of the fountain at the corner. The actual cost of the sculpture and base is $36,500. The fountain was originally donated by Rotary Club 35 years ago.

The fountain at Peacock Corner (southwest corner Santa Anita Avenue and Huntington Drive) is taking on a new look. Student volunteers are placing small mosaic tiles on the facade of the fountain. Local interior designer Shirley Farris volunteered to coordinate the project.

The history of the peafowl from Indian and Java that live in Arcadia is presented. Elias J. "Lucky" Baldwin imported three pairs from India in the 1880s. His daughter Anita Baldwin added some birds from Java. The peacock is official bird of Arcadia, is protected, and should not be fed. See also VF "Peacocks" for copy of article.

Arcadia's new city government first formed in 1903 and its first meeting took place at Elias J. "Lucky" Baldwin's Oakwood Hotel, located at First Avenue and Santa Clara Road. Baldwin's hotel featured gambling and fine dining along with city government. The Oakwood Hotel burned down in 1911, and the city government moved to the McCoy Building at First Avenue and St. Joseph Street. Two years later, City Hall moved across the street to the Hibbard Building. In 1917, the first building was constructed as a City Hall at Huntington Drive and Second Avenue (?). A two-story colonial building was built for $18,000. This City Hall opened on July 13, 1918. City Hall moved in 1949 to a 13-acre parcel between Huntington Drive and the Pacific Electric railroad tracks.

Arcadia City Manager Bill Kelly is skeptical about the way the State of California balanced this year's budget. The State promises to pay cities back for sales tax to be used to pay off $10.7 billion in loans. The maneuver, known as the "triple flip" will take half of the cities' sales tax revenue for the next five years, and pay it back out of property taxes now earmarked for schools. Arcadia will lose 25% of its vehicle license fee reimbursement, around $750,000. Arcadia is in good shape this year and next, primarily because of a healthy reserve fund. After 2004-2005, unless some solutions are in place, the city could face some hard times.
