The parents of Alice Zhang have filed a $5 million claim against the city of Arcadia, arguing the "dangerous" crosswalk on the 600 block of West Duarte Road should have been changed long ago. Alice Zhang was a pedestrian hit by a car there, driven by Bowen Du, and was killed. The parents are Ruixia "Nancy" Liang and Yongjian "Richard" Zhang. The crosswalk "has been known to be dangerous for a long time," said attorney David Casselman, who is representing the parents. The city reacted by putting in an experimental crossing signal (flashing yellow lights) that proved insufficient.

Santa Anita Park to honor Ambrosio Maldonado's family legacy with a birthday party. Members of the Maldonado family have worked at the racetrack since 1934. Ambrosio was employed as a masonry laborer from 1945 to 1972. His father, Elpidio Maldonado worked there 1934 until 1967. Ambrosio's son Jerry Maldonado worked 1988 to 1995. Jerry's brother Joe worked there 31 years and Joe, Jr. is currently employed. See also VF "Santa Anita Park-People" (item #32).

Yongjian "Richard" Zhang and Ruixia "Nancy" Zhang, the parents of Alice Zhang, have filed a lawsuit against the City of Arcadia and the driver who struck and killed Alice. The lawsuit, filed in August, alleges that "the dangerous condition" of the crosswalk on the 600 block of West Duarte Road was a significant factor in Alice's death. The Zhangs are asking for unspecified general and special damages. The complaint also alleges that driver Bowen Du's negligence was a "substantial factor" in the teen's death.

City Council revoked the business license of IFitness & Beauty Spa due to a number of violations. It is located at 133 E. Huntington Drive and is the 10th massage service establishment to have its license revoked for code violations since January 2009 as part of a crackdown on code compliance and to eliminate prostitution and other illegal activities. Parents and children rallied at three Arcadia middle schools, in an effort to prevent the potential layoffs of 105 Arcadia Unified School District (AUSD) teachers and staff, blamed on an anticipated budget shortfall of at least $2 million next school year. Since the campaign started in late January, Arcadia Educational Foundation (AEF) has raised about $225,000, which will be presented to the AUSD. That is enough to save 3 teachers' positions.

Teen brothers, ages 15 and 16, beaten to death in their home on 400 block of Fairview Avenue, just west of Holly Avenue. The suspect is their uncle by marriage, who is believed to have fled to China. The FBI was working with Chinese authorities. The victims appeared to have suffered "blunt force trauma." The suspect was already being sought in an attack on his wife. His wife filed a restraining order against him and began divorce proceedings.

California Horse Racing Board (CHRB): ban more drugs, release tests. The CHRB wants California Governor Gavin Newsom to pursue changes to state law that would allow the agency to immediately release results of a positive horse drug test and permit more stakeholders, including jockeys and track veterinarians, to access a horse's medical history. Currently, drug test results are confidential. The changes are part of an effort to curb equine deaths and improve safety at California race tracks. Nearly 40 horses have died at Santa Anita Park in the last year.

Los Angeles County Arboretum and Botanic Garden will have its historic buildings upgraded and a new 5-year strategic plan is being drafted for the first time in many years. Among items to be improved are the roof replacement and stabilization of the Hugo Reid Adobe (aka Baldwin Adobe), the rehabilitation of the library, as well as roof replacements for the 126-year-old Queen Anne Cottage of "Fantasy Island" fame, and the Coach Barn. Mitchell Bishop, curator of the historic collections, said he plans to rehabilitate Baldwin Lake.

Several Arcadia High School students implored Arcadia City Council to consider making changes to a crosswalk on the 600 block of West Duarte Road, where 11th grader Alice Zhang was struck and killed last month by a car. The students are members of the For Alice Movement and are pushing for changes to the pedestrian crossing. They argued that the crossing is problematic since cars often fail to stop there, even after pedestrians activate the flashing warning light system. The students asked the council to consider either removing the crosswalk, installing a traffic light at the crosswalk, which would turn yellow and then red only when activated by a pedestrian, or removing the crosswalk and installing a flashing pedestrian system at an existing crosswalk 400 feet east of Lovell Avenue. City Engineer Phil Wray said the pros and cons for each viable option need to be studied.
