Thousands of San Gabriel Valley customers will be receiving refunds from Golden State Water Company after state regulators ruled the San Dimas-based company failed to properly oversee contracts that led to overcharging customers. The CPUC ruled that Golden State must refund Northern California and Southern California customers $9.5 million over the next 3 years and/or lower rates. About $400,000 in refunds will be given to 100,000 Southern California customers, including customers in Charter Oak, Claremont, Covina, Glendora, La Verne, San Dimas, Walnut, San Gabriel, Arcadia, El Monte, Irwindale, Monrovia, Monterey Park, Rosemead and Temple City.

Southern California Edison (SCE) workers continued their round-the-clock efforts to restore the San Gabriel Valley's power grid following the extensive damage that occurred during early Thursday's windstorm. The hardest hit customer areas were Arcadia, Altadena, Covina, Duarte, El Monte, Montebello, Monrovia, Rosemead, San Gabriel and Temple City. About 135,000 SCE customers remained without electricity.

Arcadia Fire Department and Monrovia Fire Department resonded to a fire that destroyed a vacant Arcadia house in the 1300 block of South First Avenue. The house was in the process of being sold and was in escrow. The damage is estimated at $300,000.

Outage draws probe by California Public Utilities Commission (CPUC) to investigate the prolonged outages in Southern California Edison's (SCE) service area following last week's powerful windstorm. About 858 SCE customers in the San Gabriel Valley were still without power as of 7:00 PM yesterday, down from a total of about 434,000 initially affected by the windstorm.

Christian Eric Blesch, 36, a former Arcadia police officer and Arcadia Police Officers' Association treasurer, is accused of embezzling $50,000. He pleaded not guilty in Los Angeles Superior Court on the felony charges of grand theft by embezzlement. He was elected January 2011 to serve as treasurer. He resigned from Arcadia Police Department last month. A second police officer is being investigated.

San Marino's and Pasadena's average response times were 4:03 and 4:02, respectively. Arcadia's average, in comparison, was 4:21.
