Arcadia Unified School District releases records of two teacher misconduct investigations that resulted in dismissals. The first was 48-year-old Robert Harbicht, a substitute teacher who was found drunk at work. The second was Phillip Sutliff, dismissed from the district in 2007 and sentenced to 12 years in state prison for sexual misconduct (rape) with a girl at Arcadia High School.

Dropout rates for eight of nine school districts across the western end of the San Gabriel Valley decreased, according to state numbers released yesterday. Monrovia, Arcadia, San Gabriel, San Marino, Temple City, Alhambra, and Duarte school districts all measured decreases in their dropout rates for the 2009-2010 academic year, when compared to the previous year.

Deqiang Song, 26, of Monterey Park, gets life in prison without possibility of parole, for the crime of kidnapping for ransom, and a second sentence of life in prison plus four years, for the attempted murder of his then 21-year-old victim. Song met his victim through a mutual friend and took her to Westfield Santa Anita mall in Arcadia on September 8, 2010. Then he took her to a remote area of desert in San Bernardino County. He strangled the woman and slit her throat. He called her father for ransom. She survived.

Sierra Madre officials had hoped Arcadia could help through a contract between the cities where one Arcadia officer would help patrol areas of Sierra Madre at night and backup would be available as needed. Wei Sheng "Jackie" Chen, 46, of Arcadia, owner of Tema Media Inc., and store manager Dong Qun Lin, 40, of Alhambra, were arrested for allegedly importing and selling Chinese movie DVDs bearing an allegedly counterfeit Dolby Digital trademark. They were charged for the federal crime of trafficking in counterfeit goods. If convicted, Chen and Lin each face a maximum possible sentence of 10 years in federal prison.

The 2001 murder of grocer Adel Karas, a 48-year old Egyptian man from Arcadia, a few days after the September 11, 2001 terrorist attacks, was initially thought to have been a hate crime. He was shot at his store International Market at 1381 E. Last Tunas in San Gabriel. Now police suspect Adel Karas was the victim of extortion. The suspects are two Latinos in their mid-20s.
