Los Angeles County Arboretum and Baldwin family push to revive Baldwin Lake. The 4-acre lake in the middle of the Arboretum stands polluted, filled with tons of mud and filth from years of urban runoff. Tony Zampiello, executive officer of the Main San Gabriel Basin Watermaster, along with the county's Department of Parks and Recreation, have formed a task force with goal of dredging the old lake built by Elias J. "Lucky" Baldwin in the late 19th century. Margaux Viera, Baldwin's great-great-great granddaughter, a member of the "Save Baldwin Lake" task force, says the shoreline around the lake is collapsing and eroding. Arcadia spends $2 million on water to offset needs for the 2015-2016 fiscal year. It is the second purchase of its kind since April. The 3000 acre-feet of water was purchased from the Upper San Gabriel Valley Water District, will be stored in a cyclic storage account in main groundwater basin, which supplies a major portion of the city's drinking water.

Arcadia City Council will vote on a modest water conservation plan that will ban water usage in fountains, restrict water service at restaurants, and ban outdoor watering between 10:00 AM and 4:00 PM. The City's plan is not as drastic as measures taken by many other California cities amid the state's severe drought conditions. The City is required to adopt a conservation plan following the State Water Resources Control Board's decision to impose emergency conservation regulations.

Sierra Madre and Arcadia engaged in water fight. Sierra Madre accused Arcadia of stealing water from a shared East Raymond Basin. Holly Whatley, Sierra Madre's assistant city attorney, said the California Supreme Court divided the east and west Raymond Basin in a 1944 judgment. Arcadia spent $2.8 million to build its Anoakia Well in 2001 and its Colorado Well in 2007. Hydrogeology expert Tim Thompson said although Arcadia's two wells reside on the eastern side, the wells actually draw ground water that originates from the West Raymond Basin. He said there is very little water traveling from the east and west basins because of a hydrogeological barrier, and a scientific look at the ground shows that Arcadia is taking adjudicated water from the West Raymond Basin. Missing Arcadia firefighter Mike Herdman's lost dog has been found near the Dough Flats portion of the Los Padres National Forest, near the campsite where Herdman disappeared June 13. Los Angeles County Arboretum and Botanic Garden will have its historic buildings upgraded and a new 5-year strategic plan is being drafted for the first time in many years. Among items to be improved are the roof replacement and stabilization of the Hugo Reid Adobe (aka Baldwin Adobe), the rehabilitation of the library, as well as roof replacements for the 126-year-old Queen Anne Cottage of "Fantasy Island" fame, and the Coach Barn. Mitchell Bishop, curator of the historic collections, said he plans to rehabilitate Baldwin Lake.

Los Angeles County Arboretum. $8 million cleanup and restoration of Baldwin Lake sought. Flood control district assigns funding; expense to go before supervisors in July. Baldwin Lake is severely polluted centerpiece of the county Arboretum, visited by 400,000 people annually. The 144-year-old lake, dug out by 19th century real estate pioneer Elias Jackson “Lucky” Baldwin on his estate, has been dying a slow death because of the accumulation of street runoff laced with heavy metals, automobile brake fragments and other chemicals that create algae blooms and strong odors. Supervisor Kathryn Barger is championing the project.

The City of Arcadia is using $646,000 in federal stimulus funds for repairs, repaving, re-striping and adding bicycle lanes on Santa Anita Avenue, north of Foothill Boulevard. The city has received $534,000 in stimulus money to retrofit City Hall with an energy-efficient heating and cooling system and $80,000 for equipment and training for its police department. Sometime in late spring, officials plan to widen intersections along Santa Anita Avenue, adding turn lanes or through lanes at Foothill Boulevard, Live Oak Avenue and Duarte Road.
