None of the three Chinese-American candidates received enough votes to win one of the three open seats in Tuesday's Arcadia City Council elections. With the departure of Mayor John Wuo, who was the second Chinese-American to be elected to the council, Arcadia, an ethnically diverse city, is reverting to an all Caucasian council for the first time in 12 years. Many in the Chinese community prefer to relay a concern to someone of their own race and culture "because this person understands what they say, what their concern is based on," former council member Dr. Sheng Chang said. Councilman Roger Chandler, however, believes that the city has enough volunteers, associations and resources to facilitate communication and to aptly handle any issue that could come up.

Arcadia City Council has agreed to reconsider the controversial policy of not allowing homeowners to change their addresses, after several homeowners complained they can't sell their homes at fair market value, due to a popular Chinese belief that the number four is unlucky. Arcadia Mayor Gary Kovacic said, "...I think we have to look at the true economic impact of this." Councilman Roger Chandler said, "I don't think we should operate public policy on superstition."

Arcadia City Council last week approved expanding the kinds of outdoor special events allowed at Santa Anita Park race track, and in the adjacent parking lot areas, including concerts, carnivals, and farmers markets. The change will allow the track to host the California Philharmonic summer concerts and possibly Cavalia, a Cirque du Soleil show. Councilman Roger Chandler said the amendments made to the city's municipal code allow a very large and underused piece of land, specifically the south parking lot, to be used and to generate additional income for the track.

City of Sierra Madre police must find another way to deal with officer shortage after Arcadia balks at sharing officer. Sierra Madre officials had hoped Arcadia could help through a contract between the cities where one Arcadia officer would help patrol areas of Sierra Madre at night and backup would be available as needed. City lacks votes to adopt a temporary moratorium. Arcadia City Council will not consider a temporary moratorium on any stage of residential development because they don't have enough votes (4 are required) to pass the proposed ordinance. A moratorium would have initially been in place for 45 days, with an option to extend it, while the city updates its residential and commercial standards and conducts a historic preservation survey.

Raising a failing preservation grade. The Los Angeles Conservancy has given Arcadia an "F" in historic preservation. The city is working to remedy this with a preservation effort started over a year ago. A city-wide intensive level survey will enable the city to gain a better understanding of where significant historic resources are located and to plan for their preservation. The next step would be to pass a historic preservation ordinance.

With about a dozen Southern California cities, including Arcadia, potentially seeking new city managers this fall, some local officials are worried demand could drive up the salaries. Arcadia City Councilman Roger Chandler, whose city manager Don Penman is retiring in October, after 3 years as top administrator, said the opportunity to work for certain cities will outweigh the competitive market. He said this will not create a bidding war for city managers. Penman's annual salary is $214,032 plus $4000 in deferred compensation. He receives $14,076/year in medical benefits, 4 weeks vacation, 2 weeks management leave, and use of a car and BlackBerry.
