If Oak Tree is not held at Santa Anita Park this fall, as it has for the last 41 years, it would be a significant hit to the city of Arcadia and the region, city officials said. Last year, the city of Arcadia made $185,000 from the Oak Tree meet's betting handle. In addition, the city would suffer the loss of tens of thousands of dollars in sales tax and hotel bed tax revenue. The California Horse Racing Board (CHRB) denied Oak Tree Racing Association's request to run its five-week fall meet at Santa Anita Park after horse owners, trainers, and a racetrack expert expressed concerns about the synthetic surface. Oak Tree officials say they are moving forward to make arrangements to run the meet at Hollywood Park.

Trouble at Santa Anita Park. According to figures taken from Equibase, Santa Anita Park's total handle was down $77.1 million, or 17.7% from a year ago. If the current trend continues, the track's all-sources handle could show a decline of more than $100 million for the 2010-2011 meet. George Haines, the president of Santa Anita Park, has other troubles, including some wet weather, a players' boycott, and the inconsistencies of a new dirt racing surface.

Developer Rick Caruso of Caruso Affiliated is no longer pursuing a deal with Santa Anita Park owners MI Developments to develop an outdoor mall in the race track's parking lot. The project was known as The Shops at Santa Anita. Caruso said, "We're not pursuing it, because of the (Magna Entertainment Corp.) bankruptcy...and everything else." Arcadia city councilman Mickey Segal said it's a loss of "a projected $2.5 million to $3 million of revenue (each year) to the city" in sales and property tax.

Horses at Santa Anita Park suffered fatal racing injuries at more than twice the rate of horses competing at California's other 3 major thoroughbred tracks over the last fiscal year, according to statistics. The fatality rate spiked at Santa Anita Park after the switch from a synthetic running surface back to a dirt track in 2010. There were 12 fatalities, or 3.7 per 1,000 starts, at Santa Anita Park in the last fiscal year.

District Attorney Jackie Lacey finds no crime or wrongdoing in horse deaths. Prosecutor says there is no evidence owners, jockeys or trainers knowingly raced injured animals at Santa Anita Park over the past year. Since July 2018, 56 horses have died at Arcadia race track. Of those, 34 died while running on Santa Anita's main dirt track. Santa Anita Park averages about 2.04 deaths per 1000 racing starts, according to the Jockey Club. The national average in 2018 was 1.68 deaths per 1000 starts. The District Attorney's report includes 27 recommended changes to improve safety and reduce fatalities. What does Measure A mean for Arcadia? According to Arcadia Citizen's Fiscal Advisory Committee Final Report, additional revenue is required to maintain city services at current levels. If the 3/4 cent sales tax Measure A fails to pass, it could mean eliminating up to 13 police and 10 firefighter and/or paramedic positions, and other cuts to other service areas, like Public Works, Recreation, and the Library.

Due mainly to solid property, utility and sales tax revenue, Arcadia has remained fiscally sound despite a sluggish state and national economy. Overall in 2014, the city received $56.9 million in revenue and spent $54.7 million.

At the Arcadia Chamber of Commerce's annual Power Planning Conference on January 24, City of Arcadia's City Manager, Dominic Lazzaretto, provided optimism to the local business community during this time of economic uncertainties. He said 25% of Arcadia's $48 million in annual revenue comes from local businesses--with nearly $10 million from sales taxes and another $2 million-plus from licenses and permits. The City has proposed a new business assistance program ombudsman to help entrepreneurs with the start-up process, is working with Chamber of Commerce to create a more interactive one-stop business checklist, and has not increased the cost of a business permit.

Horse racing deaths report delayed. California Horse Racing Board (CHRB), the state regulatory board, aims for January 15 release of investigation of Santa Anita Park incidents. The report was supposed to become public before the end of the year. Several new policies and safety regulations were introduced the past year as a result of a public outcry over the horse deaths at Santa Anita. The state is doing more drug testing, more pre-race exams, improving medical record keeping, pushing for new technology. Santa Anita Park installed a PET Scan machine to help identify pre-existing conditions in the fetlock area of a horse. To date, 37 horses have died at Santa Anita Park since December 2018. Despite the deaths, the equine medical director Rick Arthur stressed that the number of fatalities in California is actually decreasing, saying there have been 58 deaths at race tracks across the state in 2019, compared to 67 deaths in 2018.
