The Metro Gold Line Foothill Extension Construction Authority opened bidding yesterday on Phase 2A of the light rail's extension toward Azusa, which would make a stop in Arcadia. The project is estimated to cost more than $450 million with a completion date in 2017. Measure R guarantees full funding for the Gold Line Extension minus a gap of $500,000. With possible help from a private investment, the completion could be moved up to 2013.

Arcadia City Council adopted a resolution last week, which consolidates the five homeowner associations' (HOA) development standards, design guidelines and design review procedures into one cohesive document for the first time. The uniform resolution protects only oak trees from removal and gives the HOAs authority to review homeowners' landscape and hardscape designs, such as driveways and walkways.

Arcadia Seabiscuit Pacifica Project-Phase 2 calls for revised mixed-use project. Arcadia City Council decided on July 3 they want to see more artists' renderings of what Phase 2 will ultimately look like, before going ahead with the $300 million hotel project on the former Santa Anita inn site. The applicant Chateau Group is also requesting to merge the two abutting properties a 100 and 180 West Huntington Drive into the Specific Plan area and change the General Plan Land use Designation from "Commercial with Downtown Overlay" to "Downtown Mixed Use," to revise the General Plan Land Use Map to reflect the changes, rezone the properties from "General Commercial with Downtown Overlay" to "Seabiscuit Pacifica Specific Plan," and include a Height Overlay of H8 on 180 West Huntington Drive to allow a portion of the mixed-use building on that property. The Santa Anita Inn was a 2-story hotel comprised of 6 buildings, 110 rooms, 34,775 s.f., that was originally constructed in 1955 and remodeled in 1985.

John Wuo resigns from Arcadia City Council, "due to personal and health reasons." City and residents settle "Save the Arcadia Highlands" lawsuit, which highlighted the issue of mansionization. City Attorney Stephen Deitsch announced the terms of the settlement, which include these key highlights: 1) Bowden Development must submit a revised design for the 1600 Highland Oaks Drive home that will not exceed 5800 sq. ft. and is a single-story house. 2) The revised plan for 29 E. Orange Grove Avenue from Mur-Sol Construction must not exceed 5775 sq. ft. with a single story that won't exceed 17 feet, 6 inches. 3) The council will approve or disapprove the revised plans. 4) The developers must pay Save the Highlands' attorney fees. 5) The council will vote on resuming the residential zoning update and the Highlands portion of the historical survey at its next public meeting.

Arcadia city's nearly 29,000 voters were sent election ballots last week with a critical error in its Chinese language instructions that could cause votes to be invalidated. The mail-in ballots directed voters in Chinese, to choose up to 3, instead of 2, City Council candidates, in the race for two open seats. City Manager Don Penman said the error is estimated to cost between $7,000 and $10,000 and that the election consultant Martin and Chapman Co., in Anaheim, should reimburse the city.

Canadian billionaire Frank Stronach, who is about to become the sole owner of Santa Anita Park, said he hasn't ruled out talking to developer Rick Caruso about reviving a project to build an outdoor mall in the race track's parking lot. Last week Caruso announced that he is no longer pursuing a development deal with Santa Anita Park's outgoing owner, MI Developments, Inc. (MID), for the upscale Shops at Santa Anita. Stronach is the outgoing chairman of MID.
