Dick Hale, a Bradbury councilman and CEO of development firm Hale Corporation, is proposing a four-story medical office building on the southern portion of the Santa Anita Park race track parking lot. It would be a joint venture with the race track's owner, The Stronach Group. It would create probably 300 jobs. An application has not been submitted but Arcadia City Council is set to discuss the developer's concept at a 6:00 PM study session on September 25 at City Hall.

The idea is to capture water, channel it into a natural filter, and a portion of which will find its way down to an aquifer (a layer of water-holding rock below the surface), where it is drawn and used in various ways, including drinking water.

Developer Rick Caruso said he is in the process of finalizing a new deal with Santa Anita Park's owners to build an outdoor mall at the race track's south parking lot. MI Developments (MID) (owner of track), voided a 2005 joint-venture development agreement with Caruso Affiliated in April 2010 for the proposed 825,000 square feet The Shops at Santa Anita, as part of MID's bankruptcy reorganization. MID and Caruso have been renegotiating since, and the development will be similar with some minor variations.

How Santa Anita Park became one of America's most popular horse racing venues. In 1907 the original Santa Anita Race Track opened, and 27 years later, the new Santa Anita Park, in the current location, was opened. Santa Anita Park has hosted famous races Santa Anita Handicap, Breeders' Cup, the 1984 Olympics equestrian events, and famous race horses Seabiscuit, Affirmed, Spectacular Bid, John Henry, and American Pharoah (Pharoah is correct spelling). Assembly Bill 2414 is a gambling bill that, as originally introduced, would have increased takeouts--the money race tracks make on given bets. The bill's original language would have permitted any California race track hosting the Breeders' Cup to spend the extra takeout money on promotion of the annual event. Supporters hope that portions of the bill would convince the Breeders' Cup to permanently settle in California. Late amendments inserted last week are stirring up controversy. These changes would make a form of gambling known as "exchange betting" legal in California, essentially allowing horse players to bet against one another by setting their own odds and potentially betting on horses to lose a race. MI Developments opposes the exchange betting portion of the bill.

Canadian billionaire Frank Stronach, who is about to become the sole owner of Santa Anita Park, said he hasn't ruled out talking to developer Rick Caruso about reviving a project to build an outdoor mall in the race track's parking lot. Last week Caruso announced that he is no longer pursuing a development deal with Santa Anita Park's outgoing owner, MI Developments, Inc. (MID), for the upscale Shops at Santa Anita. Stronach is the outgoing chairman of MID.

Last year it seemed Santa Anita Park might be sold in a bankruptcy auction, but it appears owner Frank Stronach will keep an interest in the track. Under a deal arranged by Stronach's bankrupt Magna Entertainment Corp. (MEC) and its creditors in a Delaware bankruptcy court, ownership of the track would be transferred to MI Development, a real estate holding company controlled by Stronach. If a judge accepts the plan, Stronach would also retain ownership of Golden Gate Fields in the Bay Area, and Gulfstream Park in Florida. Also, it sets up developer Rick Caruso to proceed with building the Shops at Santa Anita mall that is proposed for the track's parking lot.
