Charles Shugert, proprietor of Shugert's House of Toys is pointing out boundaries of First parking district to other merchants who would profit from it. Brothers James N. and Robert L. Walker built building and ran enterprise from 1931-1936. It was a favorite hang out for M.A.D. students.
