The first title search is dated January 19, 2010 and the other dated July 19, 2010 and amended July 23, 2010 to determine ownership of a strip of land needed, and supporting explanation from Carolyn Garner-Reagan (e-mail, June 7, 2011) and Phil Wray (City Council minutes, May 25, 2011). The land was once owned by Southern Pacific Railroad but has since dismissed its interest in the land.
