Stronach Group and Santa Anita Park issue statement following the death of a 3-year-old colt named Emtech, euthanized on September 28. Two-time Kentucky Derby winning jockey Mario Gutierrez was tossed off in the incident. Santa Anita park will be reviewing the factors that could have contributed to Emtech's injury. Veterinarians Dr. Dionne Benson and Dr. Dana Stead were employed to euthanize and investigate.

Santa Anita Park: horses must get OK of veterinarian team to race. This is a joint effort between the California Horse Racing Board and Santa Anita Park to enhance safety measures and reviews to further protect horses. Twenty-nine horses have died at Santa Anita Park since December 26.

Arcadia City Council honors Arcadia High varsity football. Fee reviews and regulations on sidewalk vending also discussed. Arcadia High School Apaches went undefeated in the Pacific League Championships for the first time since 2003. They went on to play the California Interscholastic Federation (CIF) Finals for the first time in 40 years. In the end the Apaches lost by 3 points. Arcadia Citizen’s Financial Advisory Committee releases last report. The committee, an independent, ad-hoc advisory body of civic volunteers empaneled by the City Council to review the City’s General Fund long-range financial forecast and provide recommendations to the City Council for cost containment and/or revenue enhancements, recently released its final report. The 40-page report includes 15 recommendations to Arcadia City Council to address the $8,000,000 structural budget deficit. A key recommendation is for the city to consider increasing the city’s local sales tax rate by ¾ of one cent in order to maintain current levels of services.

Denny’s colorful windmill lights up Arcadia’s holiday spirits. The blades have been carefully fabricated and the official “turn-on” took place Friday, November 30. It now runs counterclockwise, 24-hours a day with LED lights. The restaurant used to be Van De Kamp’s.

Iconic windmill spins once more at Denny’s. Less than a year after it detached and crashed into the restaurant, the windmill atop the Arcadia Denny’s is spinning again at the northeast corner of Huntington Drive and Santa Anita Avenue. Arcadia’s iconic windmill restoration almost complete. Mid-November slated as tentative schedule for installation. The former Van De Kamp windmill atop what is now Denny’s, was restored once, but broke in a freak accident. The current restoration is being done by Joe Sargis and his company Creative Fabrication and Design on St. Joseph Street in Arcadia.

Arcadia City Council takes steps to increase public safety. On October 16, City Council discussed a recommendation to add a measure to the ballot containing a ¾-cent sales tax, which is needed to help Arcadia with its current financial woes. The Citizens Financial Advisory Committee reviewed the city’s expenditures and asked the council to declare a state of fiscal emergency as soon as possible and no later than June 2019. The vote to add the measure passed almost unanimously, with one council member recusing themself from the vote.

Arcadia is ranked 44th safest city in California this year, according to “50 Safest Cities in California for 2018,” a report recently released by SafeWise. In order to produce these rankings, analysts at SafeWise reviewed FBI’s crime statistics and population data for 2016. Arcadia Seabiscuit Pacifica Project-Phase 2 calls for revised mixed-use project. Arcadia City Council decided on July 3 they want to see more artists' renderings of what Phase 2 will ultimately look like, before going ahead with the $300 million hotel project on the former Santa Anita inn site. The applicant Chateau Group is also requesting to merge the two abutting properties a 100 and 180 West Huntington Drive into the Specific Plan area and change the General Plan Land use Designation from "Commercial with Downtown Overlay" to "Downtown Mixed Use," to revise the General Plan Land Use Map to reflect the changes, rezone the properties from "General Commercial with Downtown Overlay" to "Seabiscuit Pacifica Specific Plan," and include a Height Overlay of H8 on 180 West Huntington Drive to allow a portion of the mixed-use building on that property. The Santa Anita Inn was a 2-story hotel comprised of 6 buildings, 110 rooms, 34,775 s.f., that was originally constructed in 1955 and remodeled in 1985.

Why 15,982 Arcadians can't vote in this year's election. This is the first district-based election in Arcadia under the new law, only Arcadians living in one of the five districts may vote only for the representatives running in their district. Originally, there were three seats up for election but Mayor Pro Tempore Sho Tay ran unopposed and was appointed to the office.

Historic preservation coming to Arcadia. City is in process of drafting ordinances on historic preservation aimed at safeguarding historic districts, structures and buildings. Ordinances are expected to provide defined procedures and criteria for property owners and communities to judge their historic relevance. Correction: see Arcadia Weekly, p. 10, February 22, 2018 and another correction Arcadia Weekly, p. 13, March 1, 2018. Correction to the Historic preservation coming to Arcadia article. Arcadia Weekly recently ran an article about the Arcadia City Council drafting a historic preservation ordinance. It incorrectly read, "The draft would demand the consent of 60% of property owners along with Planning Commission review and City Council adoption." The corrected statement reads, "The Draft Historic Preservation Ordinance proposes that at least 60% of properties within the district must contribute to the historic significance of the district and 75% of the property owners within the district need to consent to the designation."
