Los Angeles County's median home price is rising. In July, 2009, it was $339,430, up from $319,860 in June 2009, but well below $395,240 a year ago. Broker Chris Vigil thinks the market has hit rock bottom. Arcadia's median home price in July 2009 was $663,000, up from $626,500 a year ago (July, 2008). Survivors of a bus crash on Santa Anita Avenue that happened 50 years ago, on July 14, 1959, recall the accident. The bus had been carrying a group of boys from a Catholic summer camp at Chantry Flat. Brakes failed coming down the steep grade of Santa Anita Avenue. The crash killed 3-year-old Cory Matson. Phillip Ramos, Jr., 48, was found dead in the waters of the Peck Road Water Conservation Park in Arcadia on Saturday, November 29. Arcadia police said nothing overtly suspicious was found at the scene where the body was discovered.

A court hearing today will provide clarification on Judge James Chalfant's July ruling that stopped progress on an upscale mall proposed by developer Rick Caruso at the Santa Anita Park parking lot. The proposed mall is known as the Shops at Santa Anita. In July, Judge Chalfant ruled that the environmental impact report (EIR) that Arcadia officials relied upon in approving the mall was faulty in 11 areas and would have to be revised before the project can move forward. Chalfant could modify his ruling today, or allow the existing ruling to become final judgment.

Arcadia city officials have adopted a voluntary water conservation program that aims to reduce annual water consumption by 10 percent. Currently there is a state wide drought and a local water supply shortage. Metropolitan Water District (MWD) has voted to raise water rates 14 percent in July 2009. The other two main sources of the city's water are the Main San Gabriel Basin and Raymond Basin.

The city is asking residents to vote by mail by July 15 on a plan that would change the way the city splits the cost of street lighting. The city expects street lighting to cost about $1.15 million next year. Single-family homes on lighted streets would pay the most, $25.70 a year. Under the proposal, the assessments would no longer be tied to the value of a home but rather to the benefits that residents receive from street lights. If voters reject the plan, the current lighting assessment districts will expire in 2010. If that happens, the city will be responsible for paying the entire costs of street lighting.

Despite strong backing from the Santa Anita Oaks Homeowners Association, a proposal to replace existing street lights with new ornamental lights was overwhelmingly rejected by residents in a mail-in ballot election. All Arcadia residents will vote on new street lighting assessments in July. Under that measure, all households would pay one of three yearly assessment fees, depending on how they benefit from street lights.
