Many San Gabriel Valley cities are seeing an increase in property tax revenues in the 2009-2010 fiscal year, namely San Marino, Arcadia, Bradbury, Alhambra and South Pasadena. Arcadia's property tax revenue is expected to be $3,359,282.80 compared to $3,294,314.77 in 2008-2009. Other cities' figures are given. In the average city, property taxes make up 11% of the city budget.

9-year-old Maria Lugo came to Arcadia Arcadia Methodist Hospital from Mexico to have a steel plate removed from her chin. It was a follow-up surgery to a softball-size tumor removal she had in April, 2008, at Arcadia Methodist Hospital. Dr. Jon Tyrell, a member of LIGA International, and Dr. B.S. Chandrasekhar operated on her. LIGA International is a non-profit group of medical experts, pilots and volunteers who travel to clinics in Sinaloa, Mexico several times a year.

William Cottrell's (aka Billy Cottrell), a former Caltech physics student who was in prison for participating in firebombing 100 vehicles in the San Gabriel Valley (Duarte, Arcadia, West Covina) in 2003, will be resentenced. The federal court has dropped arson charges against him but he remains convicted on a conspiracy charge. He could be released or face more prison time.

Kevin Modesti writes about the race horse Zenyatta, winner of the Breeders' Cup Classic at Santa Anita Park. Zenyatta stunned the world's fastest thoroughbreds with a last-to-first rally in the $5 million Breeders' Cup Classic. Zenyatta is owned by Jerry and Ann Moss. Jerry Moss is the co-founder of A & M Records (with Herb Alpert) and was named after an album by 1980s rock group The Police.

Westfield Shoppingtown has withdrawn its request to expand restaurant space at its new Promenade wing, following a legal challenge by rival mall developer Caruso Affiliated. In August, Caruso sued to stop the expansion, demanding a new environmental impact report. Westfield has decided not to fight this lawsuit.

Artist Andrew Leicester, 61, has been chosen to design a bridge meant to be an iconic gateway to the San Gabriel Valley along the Gold Line Foothill Extension. The bridge will cost an estimated $20-25 million to build. Leicester, who is based in Minneapolis, plans to incorporate artistic traditions from the Native American tribes of the San Gabriel Valley (Chumash and Gabrielenos a.k.a. Tongva), and references to the region's native animal and plant life, into a contemporary structure.

A state law scheduled to take effect in September is expected to set standards in the massage industry. Arcadia City Manager Don Penman commented that the new law may not stop people who want to commit a crime and do illegal acts. In the last few months of 2008, Arcadia shut down seven massage busineses for illegal activities.

In this ailing economy, San Gabriel Valley property values have dropped significantly, as reflected in the county's home assessments. The county property roll is at $1.1 trillion, a nearly 1% decrease compared to 2008. Homeowners will have smaller tax bills but cities are having to reduce services and employees as they lose businesses, sales tax revenue, and property tax revenue. Senior citizens competed in the Senior Olympics powerlifting event held at the home gym of Arcadia personal trainer Harry Sneider as part of the California Senior Games Championships. The highlight of the games was seeing 89-year-old Eugene Mailin lift 140 pounds, winning gold in his weight division. Other participants named were 53-year-old Val Olotoa and 75-year-old Ernie Smith. Legendary competitor Beatrice Maullin died two weeks before the games began.

Public employees' retirement and pensions are costing cities up to 25% of the city budget. In March, CalPERS announced its stock portfolio had lost 39.8%. Costs for retirees are ballooning and El Monte and West Covina budgets have been hit hard from the recession. Arcadia, which had the fourth highest pension costs of the 24 cities surveyed, spent $6.7 million last year for its 357 current employees and retirees. The city's general fund budget is $46 million.

The preliminary hearing for accused murderer Isaac Campbell has begun in Alhambra. He is charged in the death of Liya "Jessie" Lu, who went missing August 11, 2007. Her body was found more than 1 month later, stuffed in a trash can at a home in Arcadia. The victim's last text message was scrutinized in court. So far, the proceedings have consisted solely of testimony by Lu's coworker and friend George Molina.
