Construction begins on Anoakia luxury housing development, on the former site of Anoakia, Anita Baldwin's mansion, on the corner of Baldwin Avenue and Foothill Boulevard in Arcadia. The Anoakia Mansion was demolished last August to make way for 31 homes to be built by Hover Development Inc. of Newport Beach. Anita Baldwin, daughter of Lucky Baldwin, lived there until her death in 1939. It was used as a girls' school from 1941 to the late 1970s. The new housing development is 19 acres.

The project, known as the Morlan Place Center, has been the topic of closed-door discussions with property owners around the Huntington Drive site. The Arcadia city budget of $35.8 million for the 2003-2004 fiscal year was unveiled and will be the subject of a public hearing June 14. City Manager Bill Kelly called the spending program "flat line," with only 1.5 new city jobs in the coming year. Kelly said Arcadia is protected from possible cuts to meet state budget uncertainties because of $6 million in reserves, which were earmarked but never spent in a previous budget. The city is safe for at least the next two budget years.

Arcadia and Monrovia will be split into two assembly districts in the redistricting plan signed by Governor Gray Davis last week. Under the new plan, the 59th District, currently represented by Assemblyman Dennis Mountjoy, will move 84% of Arcadia and 40% of Monrovia to Assemblywoman Carol Liu's 44th District. The new plan is still being challenged in court. Senate district boundaries were also modified but did not affect Arcadia.
