On March 12, Superior Court Judge Norman Douds ordered El Monte to allow San Gabriel Valley Water Company to dig up El Monte streets to install water lines to a Public Storage building partially located in Arcadia.

Two Charter amendments will be on the April 9th ballot: 1. Would increase from 2 to 3 the number of consecutive 4 year terms a Councilman may serve and change the residence requirement from 2 years to 1. 2. Provides for a municipal election in February with offices to be filled by those candidates who receive the highest number of votes. However, if no candidate receives at least 40% of the votes cast, a run-off election would be held in April.

The Arcadia High School Apache Marching Band won the Sweepstakes Award at the annual state championship All-Western Band Review for the third consecutive year which earns them the perpetual trophy. This makes the third time they have won the perpetual trophy which goes to a school that has won the Sweepstakes Award three times in a row. This is a "first" in the All-Western Band Review.

A tennis club planned for a county debris basin on the north Arcadia-Monrovia border will come before an open meeting of the Highland Oaks Homeowners Association. Dennis Alfieri, one of the development's planners, said it will include 14 tennis courts, a 20,000 square foot clubhouse with locker rooms, a dining facility, saunas and jacuzzi, 2 racquetball courts and a room that could be used for basketball, volleyball and aerobic dancing.
