Measure A seeks to repeal utility users tax in Arcadia, on the April 12 ballot. The utility users tax is a source of revenue expected to generate $7 million for the city this year. Arcadia charges residents 7% for gas, water, and electricity, and 5% for telephone on utility bills. The city estimates each household pays less than $10 per person per month on average. The tax is 12.5% of the city's $54.9 million general fund budget. If repealed, it would mean a 12.5% cut to city services, including cutting 12 police officers, closing a fire department, increasing blight, street sweeping would be reduced from weekly to every other week. Programs for children and seniors would be eliminated and library and museum hours would be reduced significantly. Larry Papp helped author the initiative.

Arcadia Unified School District has faced the reality of mid-year school budget cuts for the past 3 years. To prepare for a possible fourth year of mid-year cuts, the AUSD school board is exploring the option of a parcel tax, an amount to raise hopefully a few million dollars that would help offset what the State is expected to take away. Arcadia School Board Vice President Joann Steinmeier and colleagues are investigating the need for a parcel tax and what form it might take to get passed at the March election.

A parcel tax in Arcadia appears to pass. Voters appear to have narrowly approved a parcel tax measure that will raise $3.4 million for the Arcadia Unified School District each year for the next five years, according to preliminary results. If the outcome is finalized, property owners would pay $228 per parcel per year in an effort to stave off additional cuts in the classroom. Measure A, which required a two-thirds vote to pass, was approved by 67.61% of those who voted in the district's boundaries. The vote should be finalized tomorrow.

Hundreds of teachers across the San Gabriel Valley are facing layoffs again this summer and experts say cuts could be far more drastic if a solution to the state's budget problems is not reached. About 20,000 teachers in the state have been put on notice that they could be laid off if school districts do not receive the necessary state funding. Arcadia City Council takes steps to increase public safety. On October 16, City Council discussed a recommendation to add a measure to the ballot containing a ¾-cent sales tax, which is needed to help Arcadia with its current financial woes. The Citizens Financial Advisory Committee reviewed the city’s expenditures and asked the council to declare a state of fiscal emergency as soon as possible and no later than June 2019. The vote to add the measure passed almost unanimously, with one council member recusing themself from the vote.

Arcadia property owners will be asked to renew a street lighting fee schedule and assessment in June, when funding is set to expire. Officials warned that without an extension of the lighting assessment district, the city would lose about $420,000 a year. Unless the assessment is renewed, the city might have to cut services such as police protection, fire and emergency medical response services, library services, and recreation programs. Arcadia property owners currently pay 40% of street lighting repair and maintenance costs, while the city covers the other 60%. That would remain unchanged in the new assessment district, but the amounts each household pays will be different. Family households in residential neighborhoods will be charged $28.44 a year, while single-family homes along major thoroughfares will pay $16.73 a year.
