California Horse Racing Board (CHRB): ban more drugs, release tests. The CHRB wants California Governor Gavin Newsom to pursue changes to state law that would allow the agency to immediately release results of a positive horse drug test and permit more stakeholders, including jockeys and track veterinarians, to access a horse's medical history. Currently, drug test results are confidential. The changes are part of an effort to curb equine deaths and improve safety at California race tracks. Nearly 40 horses have died at Santa Anita Park in the last year.

Arcadia Rotary Club and Arcadia Chinese Association (ACA) announce plans to restore Fort Rotary, a two-story western-style Boy Scout fort in the foothills behind Monrovia. This is historic, the first coordinated project between these two organizations. Architect Kevin Le from Le Architecture in Monrovia, has already volunteered his time to help. The project is expected to cost up to $140,000. So far, Boy Scouts of America (BSA) has pledged $25,000, ACA has pledged $25,000 and Arcadia Rotary has pledged $22,000 on behalf of Mary Hansen of Arcadia.

Two-time Kentucky Derby winning jockey Mario Gutierrez was tossed off in the incident. Santa Anita park will be reviewing the factors that could have contributed to Emtech's injury. Reforms have been instituted at Santa Anita Park, including stricter rules for medications and more thorough examinations, but horse deaths are inevitable in horse racing. Legislation. In the wake of 23 horse deaths at Santa Anita Park, California legislators are pushing for a new bill that targets racetrack oversight. It would allow state to suspend a venue’s license over safety concerns. Senator Bill Dodd, Democrat-Napa, and Assemblyman Adam Gray, Democrat-Merced, introduced the legislation and announced plans to have a joint oversight hearing on horse racing safety in the next month.

Santa Anita Park. Jockeys’ Guild wipes whip plans. California Horse Racing Board accepting comments on ‘corrective safety measures.’ Jockeys’ Guild postponing an apparent stunt in which jockeys planned to ride without whips. The California Horse Racing Board (CHRB) is currently accepting comments for a proposed statewide change that would limit the use of whips, or riding crops, to “corrective safety measures.” The guild is opposed to the change. Thoroughbred Owners of California asked the jockeys to cancel the plan, according to Terry Meyocks, guild president and CEO.

Arcadia City Council hears public concerns over historic preservation on February 19. In 4-1 vote City Council agreed not to accept the current ordinance as is, but instead to have city staff revise it. Councilman Roger Chandler took some angry digs at local historians such as Carol Libby about the proposed ordinance. Marcello Vavala, of the Los Angeles Conservancy, said the proposed ordinance was fair because it would require consent of the homeowner to officially designate the home a historic entity.
