The Arcadia city budget of $35.8 million for the 2003-2004 fiscal year was unveiled and will be the subject of a public hearing June 14. City Manager Bill Kelly called the spending program "flat line," with only 1.5 new city jobs in the coming year. Kelly said Arcadia is protected from possible cuts to meet state budget uncertainties because of $6 million in reserves, which were earmarked but never spent in a previous budget. The city is safe for at least the next two budget years.

Arcadia City Manager Bill Kelly is skeptical about the way the State of California balanced this year's budget. The State promises to pay cities back for sales tax to be used to pay off $10.7 billion in loans. The maneuver, known as the "triple flip" will take half of the cities' sales tax revenue for the next five years, and pay it back out of property taxes now earmarked for schools. Arcadia will lose 25% of its vehicle license fee reimbursement, around $750,000. Arcadia is in good shape this year and next, primarily because of a healthy reserve fund. After 2004-2005, unless some solutions are in place, the city could face some hard times.

City Manager Bill Kelly outlined a $16 million program to finish all public building projects for Arcadia in three years, as part of the city's five-year capital budget. The spending would include a new $6.5 million City Hall, a $1.3 million upgrade to Fire Station 106 on Baldwin Avenue. The city plans to build a new fire station to replace Fire Station 105 on Santa Anita Avenue. A city gym for the civic center property is in planning stages. The city plans to re-roof the community center for $150,000 and to put up 1/2 of the $800,000 cost to make the high school sports field an all-weather facility.

Charles Cooper continues his Arcadia city centennial series "Memories of Arcadia" with a story about Arcadia's mayors. A. N. Multer was the first person to be given the title of mayor of Arcadia. City founder Elias J. "Lucky" Baldwin was the city's first presiding officer, but he held the title of president of the Board of Trustees. The title of mayor was not adopted until 1927, when the Board of Trustees changed to the City Council. Arcadia will have 4 mayors this year to mark the city's centennial. Each city council member will rotate into the position. More interesting facts: Floretta Lauber was the first woman to serve as mayor. She paved the way for Mary Young, Barbara Kuhn, and Gail Marshall to follow. Other history of mayors is recapped. The first city manager was William J. Richards in 1951, when a charter was adopted. Local city governments in the San Gabriel Valley and Whittier are realizing the future costs of pensions and retirement benefits for their employees. The costs will be enormous and city governments need to save money for their future obligations. Arcadia's retiree medical cost is $375,062 this year and its unfunded health liabilities for current employees and retirees is $10.3 million. Unfunded health liability is the amount that would be needed to pay for all health obligations to current employees if they were to retire today, and for all retirees. Other cities' obligations are shown in a chart.
