Fiscal year 2018-2019 budget maintains existing levels of public services, but the City can no longer guarantee that services will remain at current levels over the long term. Arcadia Citizen’s Financial Advisory Committee releases last report. The committee, an independent, ad-hoc advisory body of civic volunteers empaneled by the City Council to review the City’s General Fund long-range financial forecast and provide recommendations to the City Council for cost containment and/or revenue enhancements, recently released its final report. The 40-page report includes 15 recommendations to Arcadia City Council to address the $8,000,000 structural budget deficit. A key recommendation is for the city to consider increasing the city’s local sales tax rate by ¾ of one cent in order to maintain current levels of services.

Measure A seeks to repeal utility users tax in Arcadia, on the April 12 ballot. The utility users tax is a source of revenue expected to generate $7 million for the city this year. Arcadia charges residents 7% for gas, water, and electricity, and 5% for telephone on utility bills. The city estimates each household pays less than $10 per person per month on average. The tax is 12.5% of the city's $54.9 million general fund budget. If repealed, it would mean a 12.5% cut to city services, including cutting 12 police officers, closing a fire department, increasing blight, street sweeping would be reduced from weekly to every other week. Programs for children and seniors would be eliminated and library and museum hours would be reduced significantly. Larry Papp helped author the initiative.

Hundreds of teachers across the San Gabriel Valley are facing layoffs again this summer and experts say cuts could be far more drastic if a solution to the state's budget problems is not reached. About 20,000 teachers in the state have been put on notice that they could be laid off if school districts do not receive the necessary state funding. Arcadia Unified School District (AUSD) sent out notices to about 16% of its teachers.

If Oak Tree is not held at Santa Anita Park this fall, as it has for the last 41 years, it would be a significant hit to the city of Arcadia and the region, city officials said. Last year, the city of Arcadia made $185,000 from the Oak Tree meet's betting handle. In addition, the city would suffer the loss of tens of thousands of dollars in sales tax and hotel bed tax revenue. The California Horse Racing Board (CHRB) denied Oak Tree Racing Association's request to run its five-week fall meet at Santa Anita Park after horse owners, trainers, and a racetrack expert expressed concerns about the synthetic surface. Oak Tree officials say they are moving forward to make arrangements to run the meet at Hollywood Park.

Trouble at Santa Anita Park. According to figures taken from Equibase, Santa Anita Park's total handle was down $77.1 million, or 17.7% from a year ago. If the current trend continues, the track's all-sources handle could show a decline of more than $100 million for the 2010-2011 meet. George Haines, the president of Santa Anita Park, has other troubles, including some wet weather, a players' boycott, and the inconsistencies of a new dirt racing surface.

The television cable channel HBO filmed a pilot called "Luck" at Santa Anita Park last spring, starring Dustin Hoffman and Nick Nolte. The writer and producer is David Milch, who also wrote for the "Deadwood" television series. Santa Anita Park officials hope the pilot is picked up as a series. Its exposure on HBO could mean more revenue for the race track.
