City of Arcadia receives over $1.5 million in annual revenue from Santa Anita Park, according to a report from Keyser Marston Associates, which was commissioned for the city's Economic Development Division. Over the next five years, the racetrack is estimated to generate $7.5 million in sales tax, pari-mutuel revenue and property tax. According to the report submitted in the fourth quarter of 2019, Santa Anita Park is responsible for 1,160 jobs annually.

Due mainly to solid property, utility and sales tax revenue, Arcadia has remained fiscally sound despite a sluggish state and national economy. City officials have extended a moratorium on issuing massage therapy business licenses by another 10 1/2 months. Believing that such businesses are often a front for prostitution, officials first enacted a 45-day ban on October 21 on all new license applications for businesses that supply massages as a secondary service. The extension would give authorities time to study the issue more.

In this ailing economy, San Gabriel Valley property values have dropped significantly, as reflected in the county's home assessments. The county property roll is at $1.1 trillion, a nearly 1% decrease compared to 2008. Homeowners will have smaller tax bills but cities are having to reduce services and employees as they lose businesses, sales tax revenue, and property tax revenue. At the Arcadia Chamber of Commerce's annual Power Planning Conference on January 24, City of Arcadia's City Manager, Dominic Lazzaretto, provided optimism to the local business community during this time of economic uncertainties. He said 25% of Arcadia's $48 million in annual revenue comes from local businesses--with nearly $10 million from sales taxes and another $2 million-plus from licenses and permits. The City has proposed a new business assistance program ombudsman to help entrepreneurs with the start-up process, is working with Chamber of Commerce to create a more interactive one-stop business checklist, and has not increased the cost of a business permit.
