Arcadia plans for the future. Arcadia City Manager Dominic Lazzaretto presented the City's Fiscal Year 2018-2019 budget. Fiscal year 2018-2019 budget maintains existing levels of public services, but the City can no longer guarantee that services will remain at current levels over the long term. Due to recent changes in state law and other fiscal constraints, the City's proposed budget has a structural deficit of nearly $13.1 million in expenditures in excess of revenues.

Due mainly to solid property, utility and sales tax revenue, Arcadia has remained fiscally sound despite a sluggish state and national economy. Arcadia Citizen’s Financial Advisory Committee releases last report. The committee, an independent, ad-hoc advisory body of civic volunteers empaneled by the City Council to review the City’s General Fund long-range financial forecast and provide recommendations to the City Council for cost containment and/or revenue enhancements, recently released its final report. The 40-page report includes 15 recommendations to Arcadia City Council to address the $8,000,000 structural budget deficit. A key recommendation is for the city to consider increasing the city’s local sales tax rate by ¾ of one cent in order to maintain current levels of services.

Developer Rick Caruso said he is in the process of finalizing a new deal with Santa Anita Park's owners to build an outdoor mall at the race track's south parking lot. MI Developments (MID) (owner of track), voided a 2005 joint-venture development agreement with Caruso Affiliated in April 2010 for the proposed 825,000 square feet The Shops at Santa Anita, as part of MID's bankruptcy reorganization. MID and Caruso have been renegotiating since, and the development will be similar with some minor variations.

Residents, with a few exceptions (seniors and those who receive Social Security), will have to pay an additional $228/year to help offset the fiscal deficit the Arcadia Unified School District faces. Measure A seeks to repeal utility users tax in Arcadia, on the April 12 ballot. The utility users tax is a source of revenue expected to generate $7 million for the city this year. Arcadia charges residents 7% for gas, water, and electricity, and 5% for telephone on utility bills. The city estimates each household pays less than $10 per person per month on average. The tax is 12.5% of the city's $54.9 million general fund budget. If repealed, it would mean a 12.5% cut to city services, including cutting 12 police officers, closing a fire department, increasing blight, street sweeping would be reduced from weekly to every other week. Programs for children and seniors would be eliminated and library and museum hours would be reduced significantly. Larry Papp helped author the initiative.

Developer Rick Caruso of Caruso Affiliated is no longer pursuing a deal with Santa Anita Park owners MI Developments to develop an outdoor mall in the race track's parking lot. The project was known as The Shops at Santa Anita. Caruso said, "We're not pursuing it, because of the (Magna Entertainment Corp.) bankruptcy...and everything else." Arcadia city councilman Mickey Segal said it's a loss of "a projected $2.5 million to $3 million of revenue (each year) to the city" in sales and property tax.

Last month's California Supreme Court decision that eliminates redevelopment agencies may jeopardize the Rusnak Mercedes-Benz dealership's expansion plans. Last year, Arcadia's redevelopment agency acquired the final piece of a two-acre site to sell to owner Paul Rusnak to expand his business to 6 acres. Rusnak is one of the city's top sales tax generators and wants to open a 40,000 square foot showroom on Santa Anita Avenue, just one block from the future Gold Line station downtown.
