The police department has a regular schedule of reorganizing with Officer Mike Cervantes returning to patrol duty after being a DARE (Drug Abuse Resistance Education) officer. The Arcadia Redevelopment Agency is apparently making some progress in a project to improve the area around the Rusnak Mercedes-Benz dealership. The project, known as the Morlan Place Center, has been the topic of closed-door discussions with property owners around the Huntington Drive site. The city has extended offers to at least two property owners to move to 620 E. Live Oak, so that Morlan Place Center can be developed.

Arcadia City Manager Bill Kelly is skeptical about the way the State of California balanced this year's budget. The State promises to pay cities back for sales tax to be used to pay off $10.7 billion in loans. The maneuver, known as the "triple flip" will take half of the cities' sales tax revenue for the next five years, and pay it back out of property taxes now earmarked for schools. Arcadia will lose 25% of its vehicle license fee reimbursement, around $750,000. Arcadia is in good shape this year and next, primarily because of a healthy reserve fund. After 2004-2005, unless some solutions are in place, the city could face some hard times.

City Manager Bill Kelly outlined a $16 million program to finish all public building projects for Arcadia in three years, as part of the city's five-year capital budget. The spending would include a new $6.5 million City Hall, a $1.3 million upgrade to Fire Station 106 on Baldwin Avenue. The city plans to build a new fire station to replace Fire Station 105 on Santa Anita Avenue. A city gym for the civic center property is in planning stages. The city plans to re-roof the community center for $150,000 and to put up 1/2 of the $800,000 cost to make the high school sports field an all-weather facility.

Some members of Arcadia Christian Academy's boys basketball team acted as heroes after a 65 year-old woman lost control of her Mercedes and ran it through a group of children and adults in Eagle Rock, where the team attended a game. The boys ran to the scene and helped lift the car off two children and an adult. There were no fatalities.
