PETA and City of Arcadia reach deal over coyote plan. Group had sued after city planned to start trap-and-kill program. Arcadia will pay $15,000 to settle the lawsuit that contended the city council approved the contract without an environmental report mandated by the California Environmental Quality Act. South Pasadena sues Dow Chemical and Shell Oil Company, alleging that for more than 4 decades, both firms willfully manufactured a pesticide containing a cancer causing chemical 1,2,3-trichloropropane, also known as TCP, that has contaminated the municipality's drinking water supply. TCP is a man-made chemical used as a cleaning and degreasing solvent. In addition to South Pasadena, Arcadia, Upland and Lake Hemet Municipal Water District are also suing Dow and Shell for TCP contamination.

HQH Chinese American Equalization Association and Arcadia Voters Rights Group are suing to challenge the appointment of Michael Danielson, representing District 5, which was vacant after the death of Council Member Roger Chandler. An activist group called Save the Arcadia Highlands is suing the City of Arcadia over two residential developments that Arcadia City Council approved in February, citing possible violations to "specific provisions of the California Environmental Quality Act (CEQA) and the California Planning and Zoning Law, filed March 12. Priyanka Patel, 17, of Upland, was seriously injured and her friend, Alice Zhang, 16, of Arcadia, was killed, when they were hit by a car driven by Bowen Du, in the crosswalk in the 600 block of West Duarte Road. Patel is suing the City of Arcadia and the driver, citing negligence and dangerous conditions. She is suing for more than $25,000 in damages. The teen has incurred nearly $200,000 in medical expenses so far.

Arcadia Mayor Dr. Sheng Chang said he plans to sue two business partners for libel over their charges that he embezzled money from the Access IPA medical group. Dr. Araceli Chanbonpin and Dr. Azucena Porrai charged in a letter that Chang improperly closed a savings account in the company's name at Bank of East Asia. The amount in the account was $421,483.59. Chang, who is president of Access IPA, said he moved the funds to Preferred Bank to establish more banking relationships for the company. When the other two doctors objected, Chang said he moved the money back to the Bank of East Asia.

Sex offenders launch series of lawsuits challenging residency restrictions. The California Supreme Court decided residency restrictions for some sex offenders violate the federal constitution. Arcadia's restrictions place more than 90% of Arcadia's residential property in exclusion zones that effectively banish registered sex offenders. Janice Bellucci says the law in Arcadia violates the 5th and 14th amendments and the Ex Post Facto Clause of the U.S. Constitution.

Los Angeles Superior Court Judge James Chalfant has voided a $30 million contract that Los Angeles County awarded to L.N. Curtis and Sons for fire equipment. Arcadia-based Allstar Fire Equipment sued the city and county of Los Angeles, claiming the selection process used to award the contract was improperly handled and the judge agreed. The actual funding for the contract came from the federal Department of Homeland Security. The judge's orders require the county to either restart the bidding process or re-evaluate all the bids properly.
