A 13-year-old girl named Susan Wiley was reportedly a prisoner in her home for all of her life until a social worker discovered the child abuse. Susan's parents Clark Wiley and Irene Wiley were arrested. The family home is at 6722 Golden West Avenue, in a county area of Arcadia. Susan Wiley was living in an environment of total isolation and deprivation and was malnourished. She cannot talk, is deformed, barely able to walk and is not toilet trained. "Captive Girl" Susan (aka 'Genie') Wiley's father Clark Wiley committed suicide. Clark Wiley shot himself minutes before he was to have appeared in Alhambra Municipal Court on charges of child abuse. The article was written by Dick Lloyd. PETA sues Arcadia over cruel plan to snare, slaughter coyotes. In the lawsuit, PETA alleges that because City Council voted to approve the plan on February 21 without first performing an environmental impact assessment, which is required under the California Environmental Quality Act, its decision is illegal. After a two-year suspension, the Arcadia City Council will reinstate a coyote trapping program, after residents complained that the animals are attacking pets and showing aggressive behavior. The city has contracted with Animal Pest Management of Chino, California, to trap coyotes and euthanize them.

A petition signed by over 1000 Arcadia residents urges the City of Arcadia to "stop killing coyotes." The City has hired Chino-based Animal Pest Management to trap coyotes. Since August, the City has spent $12,500 to trap 20 coyotes, that are later euthanized. City Council will re-examine the controversial coyote trapping program that was reinstated last year after residents said their pets were attacked.

Arcadia City Council has approved a new contract with the Pasadena Humane Society (PHS) to provide animal services to Arcadia. The contract is for $69,838, a 3% increase over the current year's agreement. The city has contracted with PHS since 1994. PHS handles dog licensing, answers calls for service and offers low-cost spay and neuter clinics. Other items were approved, including a contract with Engineered Plumbing Inc. for water mains and valves, the purchase of Mobile Data Terminals for the Arcadia Fire Department from Nida Companies, and massage therapist permits.
