Obituary/death notice. Santa Anita Park's iconic shoeshine attendant since opening day, December 25, 1934, Eddie Logan, has died. He was a former boxer and Negro League baseball player. He called himself a "footman" and worked at Santa Anita Park for almost 75 years.

New Arcadia police station opens to the public on Friday, October 3, 2003 at 4:30 PM. It is a state-of-the-art facility that is now bigger and better equipped than the old station that has since been demolished. It waas built using an $8 million bond measure in addition to $8 million that had alerady been allocated from the city general fund and city redevelopment funds.

A dead crow infected with West Nile Virus was found in Arcadia on September 3, and is the first confirmed finding of the virus in Los Angeles County this year. Exposure to West Nile Virus is spread to humans from the vite of an infected mosquito. Biting a bird that carries the virus infects a mosquito. The San Gabriel Valley Mosquito and Vector Control District is encouraging the public to take precautions to reduce exposure to mosquitoes.

Charles Cooper continues his Arcadia city centennial series "Memories of Arcadia" with a story about Arcadia's mayors. A. N. Multer was the first person to be given the title of mayor of Arcadia. City founder Elias J. "Lucky" Baldwin was the city's first presiding officer, but he held the title of president of the Board of Trustees. The title of mayor was not adopted until 1927, when the Board of Trustees changed to the City Council. Arcadia will have 4 mayors this year to mark the city's centennial. Each city council member will rotate into the position. More interesting facts: Floretta Lauber was the first woman to serve as mayor. She paved the way for Mary Young, Barbara Kuhn, and Gail Marshall to follow. Other history of mayors is recapped. The first city manager was William J. Richards in 1951, when a charter was adopted. The longest serving city official was City Clerk Christine Van Mannen, who held the job for 32 years. See hard copy in VF Arcadia (City) History.

Over the years, with 501 (c)(3) status, the Arcadia Rotary Foundation has funded the Paul Johenk Fund, Ted McBane Fund, Dr. Bruce Walter Fund, Ira Traweek Fund and Nick Pokrajac Fund. The Paul Johenk Fund contributed $15,000 for one of the rooms at Arcadia Methodist Hospital, $10,000 to Arcadia Public Library for refurnishing a room, $10,000 toward construction of the Ruth and Charles Gilb Arcadia Historical Museum. Arcadia City Councill will look at possible changes in the city code on floor area ratio (FAR), lot coverage, and design review for single-family homes. FAR refers to the combined floor area of buildings on a lot, compared to the size of the lot. Arcadia has a lot coverage rule that single-story homes can cover 45% of the lot and 2-story dwellings 35%. Arcadia currently has a citizen-run design review effort within homeowner associations in northern parts of Arcadia, but no citywide system.
