Obituary/death notice. Santa Anita Park's iconic shoeshine attendant since opening day, December 25, 1934, Eddie Logan, has died. He was a former boxer and Negro League baseball player. He called himself a "footman" and worked at Santa Anita Park for almost 75 years.

Wourms has a B.S. degree in botany from Ohio University, a Ph.D. in ecology and animal behavior from Boston University, and a certificate in business administration from New York University. He recently left the Kansas City Zoo, where he had been the zoo director since 1992.

New Arcadia police station opens to the public on Friday, October 3, 2003 at 4:30 PM. It is a state-of-the-art facility that is now bigger and better equipped than the old station that has since been demolished. It waas built using an $8 million bond measure in addition to $8 million that had alerady been allocated from the city general fund and city redevelopment funds.

Charles Cooper continues his Arcadia city centennial series "Memories of Arcadia" with a story about Arcadia's mayors. A. N. Multer was the first person to be given the title of mayor of Arcadia. City founder Elias J. "Lucky" Baldwin was the city's first presiding officer, but he held the title of president of the Board of Trustees. The title of mayor was not adopted until 1927, when the Board of Trustees changed to the City Council. Arcadia will have 4 mayors this year to mark the city's centennial. Each city council member will rotate into the position. More interesting facts: Floretta Lauber was the first woman to serve as mayor. She paved the way for Mary Young, Barbara Kuhn, and Gail Marshall to follow. Other history of mayors is recapped. The first city manager was William J. Richards in 1951, when a charter was adopted. The longest serving city official was City Clerk Christine Van Mannen, who held the job for 32 years. See hard copy in VF Arcadia (City) History.

The Arcadia Redevelopment Agency is apparently making some progress in a project to improve the area around the Rusnak Mercedes-Benz dealership. The project, known as the Morlan Place Center, has been the topic of closed-door discussions with property owners around the Huntington Drive site. The city has extended offers to at least two property owners to move to 620 E. Live Oak, so that Morlan Place Center can be developed.

Charles Cooper continues his series "Memories of Arcadia" with a story about the Santa Anita Assembly Center for the Japanese, where at its height, it housed more than 18,000 people. Japanese had a long local history, dating back to workers on the Santa Anita Ranch, and local residents had the uncomfortable feeling of seeing friends behind the wire at the track.

Over the years, with 501 (c)(3) status, the Arcadia Rotary Foundation has funded the Paul Johenk Fund, Ted McBane Fund, Dr. Bruce Walter Fund, Ira Traweek Fund and Nick Pokrajac Fund. The Paul Johenk Fund contributed $15,000 for one of the rooms at Arcadia Methodist Hospital, $10,000 to Arcadia Public Library for refurnishing a room, $10,000 toward construction of the Ruth and Charles Gilb Arcadia Historical Museum. The Arcadia City Council is considering changes to fees charged by the city through the Development Services Department. One change might be a $25 fee for new business license applications. The fees may increase for design review of new commercial projects and appeals from an architectural review board to the Planning Commission. The General plan amendment fee may drop and tentative tract maps for condos may drop. The city plans to increase fines for code violations.
