Arcadia aims to increase tourism and makes breakthrough in residential burglaries. Recap of Arcadia City Council meeting. New Arcadia tourism video was presented to promote Arcadia, with the goal of bringing new business investment to the city. Arcadia Police Chief Bob Guthrie gave a report on crime in the city and has recently uncovered a ring of burglars in the county through the cracking of codes on a captured burglar’s cell phone and has a couple of those criminals in custody.

Arcadia City Council has approved a new contract with the Pasadena Humane Society (PHS) to provide animal services to Arcadia. The contract is for $69,838, a 3% increase over the current year's agreement. The city has contracted with PHS since 1994. PHS handles dog licensing, answers calls for service and offers low-cost spay and neuter clinics. Other items were approved, including a contract with Engineered Plumbing Inc. for water mains and valves, the purchase of Mobile Data Terminals for the Arcadia Fire Department from Nida Companies, and massage therapist permits.

John Wuo resigns from Arcadia City Council, "due to personal and health reasons." City and residents settle "Save the Arcadia Highlands" lawsuit, which highlighted the issue of mansionization. City Attorney Stephen Deitsch announced the terms of the settlement, which include these key highlights: 1) Bowden Development must submit a revised design for the 1600 Highland Oaks Drive home that will not exceed 5800 sq. ft. and is a single-story house. 2) The revised plan for 29 E. Orange Grove Avenue from Mur-Sol Construction must not exceed 5775 sq. ft. with a single story that won't exceed 17 feet, 6 inches. 3) The council will approve or disapprove the revised plans. 4) The developers must pay Save the Highlands' attorney fees. 5) The council will vote on resuming the residential zoning update and the Highlands portion of the historical survey at its next public meeting.

City of Arcadia to place three measures on November 8, 2022 ballot. 1. Proposed City Charter Amendment Measure. The City Charter was last amended in 1998. The citizen-led Charter Review Committee recommends updates to mirror changes in state laws since 1998 and to reflect current local government standards, to include a) mirroring changes in state laws to increase voter turnout by moving the date of regularly scheduled city council elections from April in even-numbered years to the November Statewide General Election in even-numbered years. b) recognizing the city's change to by-district elections as required by California Voting Rights Act. c) Creating a rotation of mayor and mayor pro tem positions every 9.5 months to allow all council members to serve during their term. d) Change position of City Clerk from elected to appointed. e) other amendments to streamline government, utilize technology and increase transparency. 2. Two measures to increase locally controlled funding. One measure would increase Arcadia's local tax on stays at hotels and motels from 10% to 12%--similar rate to many neighboring cities. The other measure would enact a local tax on sports wagers if sports betting becomes legal in California through State Proposition 26, also on the November ballot

In a unanimous vote, Arcadia City Council deals a blow to builder KVH Design Group, rejecting the developer's appeal and their plans to build a nearly 7,000 square foot two-story single-family house at 211 Monte Place. The Highlands Homeowners Association (HOA) Architectural Review Board (ARB) had turned down the plans on grounds that the proposed home was "incompatible in mass and scale to the surrounding buildings in the neighborhood." Arcadia City Council agreed.

Arcadia City Council takes steps to increase public safety. On October 16, City Council discussed a recommendation to add a measure to the ballot containing a ¾-cent sales tax, which is needed to help Arcadia with its current financial woes. The Citizens Financial Advisory Committee reviewed the city’s expenditures and asked the council to declare a state of fiscal emergency as soon as possible and no later than June 2019. The vote to add the measure passed almost unanimously, with one council member recusing themself from the vote.
