Arcadia residents may vote again on street lighting fees. Under the new proposal, single family homes on arterial streets would pay about $17 a year, while those not on arterial streets would pay about $27 a year, making the assessments more fair. Voters in 2008 rejected a proposal to fund the lighting and now the city is considering another mail-in vote.

Arcadia property owners voted to continue paying for a portion of their street lights under a new formula after lighting district funds expired in June. 66% of the vote was cast in favor of extending about $428,600 of annual funding to maintain and repair street lights. Arcadia's energy efficient street lighting program to start next month. Southern California Edison (SCE) is replacing SCE-owned inefficient High Pressure Sodium (HPS) street lights with energy efficient Light Emitting Diode (LED) lights. Conversion to LED technology will help reduce energy usage and cost by approximately $11,500 annually.

Measure A seeks to repeal utility users tax in Arcadia, on the April 12 ballot. The utility users tax is a source of revenue expected to generate $7 million for the city this year. Arcadia charges residents 7% for gas, water, and electricity, and 5% for telephone on utility bills. The city estimates each household pays less than $10 per person per month on average. The tax is 12.5% of the city's $54.9 million general fund budget. If repealed, it would mean a 12.5% cut to city services, including cutting 12 police officers, closing a fire department, increasing blight, street sweeping would be reduced from weekly to every other week. Programs for children and seniors would be eliminated and library and museum hours would be reduced significantly. Larry Papp helped author the initiative.

After a five-year hiatus, Arcadia City Council is considering reinstating a policy that would let property owners pay to be assigned a more auspicious house number, which some believe would improve the value of their home. The number 4 in a street address is considered a bad omen in many Asian cultures. In Mandarin language, the word "four" sounds like the word for death, while the number eight is considered lucky, because it sounds like the word for prosper. Arcadia's Asian population is approaching 60% and most potential buyers will be Asian. In a 3-2 vote, Arcadia City Council endorsed the move in principle and directed staff to report back on the costs involved.

Downtown Arcadia business owners establish a Community Benefit District, mandating they each pay an annual assessment on their property taxes to fund marketing programs and activities in hopes of bringing more people to the area. It is called a Property-Based Business Improvement Model. It is a private-sector initiative that bills local businesses by the same criteria used in Old Pasadena--according to their frontage, lot size and scope of any buildings on a given property. 60% of downtown Arcadia owners chose the plan, the result of a three year effort.

Arcadia Unified School District has faced the reality of mid-year school budget cuts for the past 3 years. To prepare for a possible fourth year of mid-year cuts, the AUSD school board is exploring the option of a parcel tax, an amount to raise hopefully a few million dollars that would help offset what the State is expected to take away. Arcadia City Council today will once more reconsider whether to allow customer-requested address changes in light of concerns about a Chinese superstition involving the number four. Since the number four sounds like the word for death in Mandarin and is considered unlucky, some realtors and residents have argued that addresses that end in the number four are more difficult to sell and affect home prices. The cost of processing an address change would be about $2600.

A parcel tax in Arcadia appears to pass. Voters appear to have narrowly approved a parcel tax measure that will raise $3.4 million for the Arcadia Unified School District each year for the next five years, according to preliminary results. If the outcome is finalized, property owners would pay $228 per parcel per year in an effort to stave off additional cuts in the classroom. Measure A, which required a two-thirds vote to pass, was approved by 67.61% of those who voted in the district's boundaries. The vote should be finalized tomorrow.
