The cause of the excess chlorine in the Arcadia County Park swimming pool that sent 17 children to the hospital on July 19 was found to be human error. Workers at the pool mistakenly primed the chemical pump twice, allowing up to 20 extra gallons of chlorine into the water.

The new Norman S. Johnson Aquatics Center at Arcadia Community Regional Park (Arcadia County Park) is officially open and was celebrated yesterday by county supervisor Michael Antonovich and other local officials. The nearly $10 million project replaced the old 50-meter pool with a 6,150 s.f. competition swimming pool, and a 6,300 s.f. recreation and therapy pool with an integrated splash pad.

The Metro Gold Line Foothill Extension Construction Authority opened bidding yesterday on Phase 2A of the light rail's extension toward Azusa, which would make a stop in Arcadia. The project is estimated to cost more than $450 million with a completion date in 2017. Measure R guarantees full funding for the Gold Line Extension minus a gap of $500,000. With possible help from a private investment, the completion could be moved up to 2013.

Dana Middle School students released a weather balloon 80,000 feet into the air. It was made of latex and equipped with a tracking device that sent updates every 16 seconds to science teacher Mike Mora's laptop computer. The balloon reached its final resting place near California City, north of Edwards Air Force Base, about 150 miles from its launch point.

Arcadia city wants ban on single-use plastic bags just 6 months before a statewide referendum goes to California voters. If adopted, it would affect approximately 36 Arcadia businesses and be implemented in two phases. Phase 1 would begin in early June and would apply to grocery stores with $2 million+ in annual sales, such as Vons, Albertsons, 99 Ranch Market. The creators of the video are Esmond Wei, Ben Hsueh, and Sergio Rodriguez. The video was posted on YouTube.com and had more than 10,000 views in three days. A week later, it had more than 16,000 views.

Arcadia residents may vote again on street lighting fees. Under the new proposal, single family homes on arterial streets would pay about $17 a year, while those not on arterial streets would pay about $27 a year, making the assessments more fair. Voters in 2008 rejected a proposal to fund the lighting and now the city is considering another mail-in vote.

Hundreds of teachers across the San Gabriel Valley are facing layoffs again this summer and experts say cuts could be far more drastic if a solution to the state's budget problems is not reached. About 20,000 teachers in the state have been put on notice that they could be laid off if school districts do not receive the necessary state funding. Arcadia Unified School District (AUSD) sent out notices to about 16% of its teachers.

Downtown Arcadia business owners establish a Community Benefit District, mandating they each pay an annual assessment on their property taxes to fund marketing programs and activities in hopes of bringing more people to the area. It is called a Property-Based Business Improvement Model. It is a private-sector initiative that bills local businesses by the same criteria used in Old Pasadena--according to their frontage, lot size and scope of any buildings on a given property. 60% of downtown Arcadia owners chose the plan, the result of a three year effort.

Arcadia city's nearly 29,000 voters were sent election ballots last week with a critical error in its Chinese language instructions that could cause votes to be invalidated. The mail-in ballots directed voters in Chinese, to choose up to 3, instead of 2, City Council candidates, in the race for two open seats. Assembly Bill 2414 is a gambling bill that, as originally introduced, would have increased takeouts--the money race tracks make on given bets. The bill's original language would have permitted any California race track hosting the Breeders' Cup to spend the extra takeout money on promotion of the annual event. Supporters hope that portions of the bill would convince the Breeders' Cup to permanently settle in California. Late amendments inserted last week are stirring up controversy. These changes would make a form of gambling known as "exchange betting" legal in California, essentially allowing horse players to bet against one another by setting their own odds and potentially betting on horses to lose a race. MI Developments opposes the exchange betting portion of the bill.
