A drainage problem forced the cancellation of horse racing at Santa Anita Park since three inches of rain fell yesterday. The track has had to cancel racing 12 times since the synthetic track was installed two years ago. In 2006, the California Horse Racing Board banned dirt surfaces from thoroughbred tracks. Santa Anita Park has tried two synthetic tracks but the surfaces have not worked out. Officials announced they will replace the synthetic surface before the Oak Tree Meet in the fall.

Outage draws probe by California Public Utilities Commission (CPUC) to investigate the prolonged outages in Southern California Edison's (SCE) service area following last week's powerful windstorm. About 858 SCE customers in the San Gabriel Valley were still without power as of 7:00 PM yesterday, down from a total of about 434,000 initially affected by the windstorm.

More high winds expected. Clean-up efforts remain ongoing across San Gabriel Valley. With Santa Ana winds expected to batter Southern California for several days this week, residents and work crews scrambled yesterday to clear downed trees, replace utility poles and restore power after the historic storm that hit Thursday, December 1, 2011. A small army of Southern California Edison (SCE) workers gathered in the Santa Anita Park race track parking lot--some waiting for orders, others moving the dozens of replacement transformers. SCE will need to bring power back to the 78,000 customers still without electricity as of yesterday afternoon.

San Gabriel Valley cities struggle to get up and running in the wake of a powerful Santa Ana-fueled windstorm that downed trees and caused power outages. In Arcadia, damage to trees in the Los Angeles County Arboretum was extensive. Arcadia Mayor Gary Kovacic said the storm downed more than 500 trees and seven buildings had been red-tagged. Developer Rick Caruso of Caruso Affiliated is no longer pursuing a deal with Santa Anita Park owners MI Developments to develop an outdoor mall in the race track's parking lot. The project was known as The Shops at Santa Anita. Caruso said, "We're not pursuing it, because of the (Magna Entertainment Corp.) bankruptcy...and everything else." Arcadia city councilman Mickey Segal said it's a loss of "a projected $2.5 million to $3 million of revenue (each year) to the city" in sales and property tax.

Last year it seemed Santa Anita Park might be sold in a bankruptcy auction, but it appears owner Frank Stronach will keep an interest in the track. Under a deal arranged by Stronach's bankrupt Magna Entertainment Corp. (MEC) and its creditors in a Delaware bankruptcy court, ownership of the track would be transferred to MI Development, a real estate holding company controlled by Stronach. If a judge accepts the plan, Stronach would also retain ownership of Golden Gate Fields in the Bay Area, and Gulfstream Park in Florida. Also, it sets up developer Rick Caruso to proceed with building the Shops at Santa Anita mall that is proposed for the track's parking lot.

Canadian billionaire Frank Stronach, who is about to become the sole owner of Santa Anita Park, said he hasn't ruled out talking to developer Rick Caruso about reviving a project to build an outdoor mall in the race track's parking lot. Last week Caruso announced that he is no longer pursuing a development deal with Santa Anita Park's outgoing owner, MI Developments, Inc. (MID), for the upscale Shops at Santa Anita. Stronach is the outgoing chairman of MID.
