Arcadia's parcel tax, Measure A, is validated. It gives schools $17 million over the next 5 years. Residents, with a few exceptions (seniors and those who receive Social Security), will have to pay an additional $228/year to help offset the fiscal deficit the Arcadia Unified School District faces. This Measure A was on the March 13 ballot.

A parcel tax in Arcadia appears to pass. Voters appear to have narrowly approved a parcel tax measure that will raise $3.4 million for the Arcadia Unified School District each year for the next five years, according to preliminary results. If the outcome is finalized, property owners would pay $228 per parcel per year in an effort to stave off additional cuts in the classroom. Measure A, which required a two-thirds vote to pass, was approved by 67.61% of those who voted in the district's boundaries. The vote should be finalized tomorrow.

City Manager Bill Kelly is concerned about a new measure to penalize cities that are not meeting state affordable housing rules. The Dunn Measure could penalize cities as much as $1000 per needed unit and take away up to 60 percent of gas tax funds. Arcadia voters consider extending hotel-room tax in the ballot Measure D. It is meant to close a loophole in a city ordinance on the transient tax. Currently, the city imposes a tax rate of 10% of the rent paid by guests to occupy a room up to 30 consecutive days. If the measure passes by a majority vote, the occupancy tax would be imposed the first 90 days of a stay.

Arcadia Unified School District has faced the reality of mid-year school budget cuts for the past 3 years. To prepare for a possible fourth year of mid-year cuts, the AUSD school board is exploring the option of a parcel tax, an amount to raise hopefully a few million dollars that would help offset what the State is expected to take away. Arcadia School Board Vice President Joann Steinmeier and colleagues are investigating the need for a parcel tax and what form it might take to get passed at the March election.

Measure A seeks to repeal utility users tax in Arcadia, on the April 12 ballot. The utility users tax is a source of revenue expected to generate $7 million for the city this year. Arcadia charges residents 7% for gas, water, and electricity, and 5% for telephone on utility bills. The city estimates each household pays less than $10 per person per month on average. The tax is 12.5% of the city's $54.9 million general fund budget. If repealed, it would mean a 12.5% cut to city services, including cutting 12 police officers, closing a fire department, increasing blight, street sweeping would be reduced from weekly to every other week. Programs for children and seniors would be eliminated and library and museum hours would be reduced significantly. Larry Papp helped author the initiative.
