Downtown Arcadia business owners establish a Community Benefit District, mandating they each pay an annual assessment on their property taxes to fund marketing programs and activities in hopes of bringing more people to the area. It is called a Property-Based Business Improvement Model. It is a private-sector initiative that bills local businesses by the same criteria used in Old Pasadena--according to their frontage, lot size and scope of any buildings on a given property. 60% of downtown Arcadia owners chose the plan, the result of a three year effort.

Arcadia launches the new Arcadia Downtown Business Association, with plans to revitalize the downtown district. Matt McSweeney is the association's chairperson and owner of Matt Denny's Ale House Restaurant on East Huntington Drive. City officials will spend about $90,000 on a parking study and about $18,000 in redevelopment funds to get Arcadia Downtown Business Association off the ground. The revitalization plans should work nicely with the slated opening of the Gold Line station at the northwest corner of North First Avenue and East Santa Clara Street by 2014.

Arcadia city officials will consider changes to its General Plan, a 25-year blueprint for land-use decisions. The new plan aims to revitalize the city's downtown (First Avenue and Huntington Drive) as well as the Live Oak Corridor in the city's southern end. "We're making it easier to develop the downtown and the area around the (future) Gold Line station," said Council Bob Harbicht. If approved, it would allow for mixed-use commercial and residential complexes, commercial square footages could double and the height limit would increase from 40 to 45 feet.

Arcadia City Council voted 4-to-0 to pass a new food hall plan for Downtown Arcadia at 33 West Huntington Drive. The food hall will contain seven to eight different food vendors of a pre-existing building, while the upper floors will continue to operate as self-storage units. One of the project goals is to preserve the existing building and keep the midcentury look of it, according to City of Arcadia Senior Economic Development Analyst Tim Schwehr.

A parcel tax in Arcadia appears to pass. Voters appear to have narrowly approved a parcel tax measure that will raise $3.4 million for the Arcadia Unified School District each year for the next five years, according to preliminary results. If the outcome is finalized, property owners would pay $228 per parcel per year in an effort to stave off additional cuts in the classroom. Measure A, which required a two-thirds vote to pass, was approved by 67.61% of those who voted in the district's boundaries. The vote should be finalized tomorrow.

Arcadia teachers and students unite for Measure A, the renewal of a parcel tax that helps provide stable school funding for Arcadias, on March 7 ballot. Previously approved in 2012, Measure A would authorize a "qualified special tax of $288 per parcel of taxable real estate property," an increase of $60 over the 2012 proposal. At the Arcadia Chamber of Commerce's annual Power Planning Conference on January 24, City of Arcadia's City Manager, Dominic Lazzaretto, provided optimism to the local business community during this time of economic uncertainties. He said 25% of Arcadia's $48 million in annual revenue comes from local businesses--with nearly $10 million from sales taxes and another $2 million-plus from licenses and permits.
