Legislation. In the wake of 23 horse deaths at Santa Anita Park, California legislators are pushing for a new bill that targets racetrack oversight. It would allow state to suspend a venue’s license over safety concerns. Senator Bill Dodd, Democrat-Napa, and Assemblyman Adam Gray, Democrat-Merced, introduced the legislation and announced plans to have a joint oversight hearing on horse racing safety in the next month.

California Horse Racing Board (CHRB): ban more drugs, release tests. The CHRB wants California Governor Gavin Newsom to pursue changes to state law that would allow the agency to immediately release results of a positive horse drug test and permit more stakeholders, including jockeys and track veterinarians, to access a horse's medical history. Currently, drug test results are confidential. The changes are part of an effort to curb equine deaths and improve safety at California race tracks. Nearly 40 horses have died at Santa Anita Park in the last year.

Arcadia and Monrovia will be split into two assembly districts in the redistricting plan signed by Governor Gray Davis last week. Under the new plan, the 59th District, currently represented by Assemblyman Dennis Mountjoy, will move 84% of Arcadia and 40% of Monrovia to Assemblywoman Carol Liu's 44th District. The new plan is still being challenged in court. Senate district boundaries were also modified but did not affect Arcadia.

A coalition claims the state measure, from Pechanga Resort Casino, referred to as the Tribal Sports Wagering Act, would fuel excessive litigation against card rooms, potentially shutting them down, effectively killing 32,000 jobs. Assembly Bill 2414 is a gambling bill that, as originally introduced, would have increased takeouts--the money race tracks make on given bets. The bill's original language would have permitted any California race track hosting the Breeders' Cup to spend the extra takeout money on promotion of the annual event. Supporters hope that portions of the bill would convince the Breeders' Cup to permanently settle in California. Late amendments inserted last week are stirring up controversy. These changes would make a form of gambling known as "exchange betting" legal in California, essentially allowing horse players to bet against one another by setting their own odds and potentially betting on horses to lose a race. MI Developments opposes the exchange betting portion of the bill.

Tensions had risen when Craig Fravel, executive vice chairman of 1/ST Racing, which runs Santa Anita Park for the Stronach Group, said in a letter to CHRB members that the Arcadia track might close if Southern California interests don't receive more simulcast wagering revenue, which would have happened if Northern California was denied a major meet.
