New City Manager Don Penman will promote Public Works Services Director Pat Malloy to the Assistant City Manager position and will promote Community Development Administrator Jason Kruckeberg to the job of Development Services Director. The City Council still needs to approve these appointments.

Water main breaks on the 1000 block of Singing Wood Drive. City officials were trying to determine the cause. It could have been caused by soil saturated by last week's rain storms, or by tree roots growing too close, or a combination of both. The damage affects 50 homes, leaving them without water.
A water main broke on December 22,2008, creating a large sinkhole on Orange Grove Avenue, just west of Santa Anita Avenue, near the intersection with Hyland Avenue. The rupture opened a hole about 25 to 30 feet across and 5 feet deep.

Public Services Director Pat Malloy met with the Highland Homeowners Association to update the residents on the work that has been done after the fire that denuded the hillsides above their homes.

Santa Anita Park's synthetic track surface will be removed and a new $5 million plus dirt surface, closely resembling the ones at Churchill Downs, Gulfstream Park and the Oklahoma training track at Saratoga, will be installed. Ted Malloy is the racing surface consultant. He hopes to have the new track in by December 6.
Clean-up crews are collecting wind debris. Tom Tate, Director of Public Works for Arcadia, said that "on December 10, we started a systematic clean-up of the city, starting with city crews and contractors, one on the north end, one on the south end. We plan to move through the city, street by street, and hopefully meet in the middle." Tate said his crews have moved about 5,000 tons of debris off the streets since the windstorm hit on November 30-December 1, and estimates they are at least a quarter of the way done. Arcadia Public Works is trying to keep residents updated with Twitter and their website, as well as media releases, on their progress. Tate hopes to conclude the clean-up before Christmas.
Arcadia City Council approved the first of a projected series of ten annual 5% increases in the city water rate. Sewer and trash rates will also increase.
A pictorial history entitled "Arcadia: Where Ranch and City Meet" is being published by the Friends of the Arcadia Public Library. The book is written and compiled by Pat McAdam of the Arcadia Public Library and Sandy Snider of the Los Angeles State and County Arboretum.
The City Council approved a mandatory water conservation program that requires a 10% decrease in water use by all residents, as well as the use of penalties if residents use more than their share of water.
