Westfield Shoppingtown has withdrawn its request to expand restaurant space at its new Promenade wing, following a legal challenge by rival mall developer Caruso Affiliated. In August, Caruso sued to stop the expansion, demanding a new environmental impact report. Westfield has decided not to fight this lawsuit.

The $98 million expansion will include a 16-screen movie theater, Borders Bookstore, Sports Chalet, a new food court, 30 new shops, and two parking structures. The expansion is Phase One of a possible two-part expansion of the mall, which originally opened 29 years ago.

Plaintiffs allege the environmental study done was flawed. Assistant City Manager Don Penman said the study was the most thorough one he had ever seen.

The deal is the largest for a mall in the U.S. since 2018. The property at 400 South Baldwin Avenue, now known as The Shops at Santa Anita is 1.48 million square feet and nearly 100% leased. URW acquired the Santa Anita mall in 2018 as part of its $15.7 billion acquisition of Australia-based Westfield, which had owned and operated the mall since 2007. The property at 400 South Baldwin Avenue and now known as The Shops at Santa Anita, is 1.48 million s.f. and nearly 100% leased. French-based Unibail-Rodamco-Westfield (URW), which has owned and operated the mall since 2007, has been selling off big-name mall properties in Southern California. IKEA Arcadia will open at the mall bringing a smaller version of IKEA with its design studio concept.
