Downtown Arcadia business owners establish a Community Benefit District, mandating they each pay an annual assessment on their property taxes to fund marketing programs and activities in hopes of bringing more people to the area. It is called a Property-Based Business Improvement Model. It is a private-sector initiative that bills local businesses by the same criteria used in Old Pasadena--according to their frontage, lot size and scope of any buildings on a given property. 60% of downtown Arcadia owners chose the plan, the result of a three year effort.

Feds move to seize homes in San Gabriel Valley, Rancho Cucamonga. The properties were allegedly purchased with millions in proceeds from what FBi investigators said was a fraudulent visa program. Victoria Chan and her father Tat Chan exploited the EB-5 visa program which offers legal permanent residence in the U.S. for foreign nationals who make job-creating investments of $500,000 or more in U.S. companies.

In this ailing economy, San Gabriel Valley property values have dropped significantly, as reflected in the county's home assessments. The county property roll is at $1.1 trillion, a nearly 1% decrease compared to 2008. Homeowners will have smaller tax bills but cities are having to reduce services and employees as they lose businesses, sales tax revenue, and property tax revenue. See a chart of Los Angeles County Assessor's Office property values report showing Arcadia and neighboring cities. Arcadia is a city whose 2009 value increased 2.2% compared to last year.

Arcadia voters consider extending hotel-room tax in the ballot Measure D. It is meant to close a loophole in a city ordinance on the transient tax. Currently, the city imposes a tax rate of 10% of the rent paid by guests to occupy a room up to 30 consecutive days. If the measure passes by a majority vote, the occupancy tax would be imposed the first 90 days of a stay.
