After a five-year hiatus, Arcadia City Council is considering reinstating a policy that would let property owners pay to be assigned a more auspicious house number, which some believe would improve the value of their home. The number 4 in a street address is considered a bad omen in many Asian cultures. In Mandarin language, the word "four" sounds like the word for death, while the number eight is considered lucky, because it sounds like the word for prosper. Arcadia's Asian population is approaching 60% and most potential buyers will be Asian. In a 3-2 vote, Arcadia City Council endorsed the move in principle and directed staff to report back on the costs involved.

Arcadia City Council today will once more reconsider whether to allow customer-requested address changes in light of concerns about a Chinese superstition involving the number four. Since the number four sounds like the word for death in Mandarin and is considered unlucky, some realtors and residents have argued that addresses that end in the number four are more difficult to sell and affect home prices. The cost of processing an address change would be about $2600.

Arcadia City Council has agreed to reconsider the controversial policy of not allowing homeowners to change their addresses, after several homeowners complained they can't sell their homes at fair market value, due to a popular Chinese belief that the number four is unlucky. Arcadia Mayor Gary Kovacic said, "...I think we have to look at the true economic impact of this." Councilman Roger Chandler said, "I don't think we should operate public policy on superstition."

Wuo, who served on City Council for 12 years, resigned two weeks ago amid mounting allegations over his endorsement of USFIA and Gemcoin, in addition to an ethics investigation launched in September by the Fair Political Practices Commission. Arcadia city wants ban on single-use plastic bags just 6 months before a statewide referendum goes to California voters. If adopted, it would affect approximately 36 Arcadia businesses and be implemented in two phases. Phase 1 would begin in early June and would apply to grocery stores with $2 million+ in annual sales, such as Vons, Albertsons, 99 Ranch Market. John Wuo resigns from Arcadia City Council, "due to personal and health reasons." City and residents settle "Save the Arcadia Highlands" lawsuit, which highlighted the issue of mansionization. City Attorney Stephen Deitsch announced the terms of the settlement, which include these key highlights: 1) Bowden Development must submit a revised design for the 1600 Highland Oaks Drive home that will not exceed 5800 sq. ft. and is a single-story house. 2) The revised plan for 29 E. Orange Grove Avenue from Mur-Sol Construction must not exceed 5775 sq. ft. with a single story that won't exceed 17 feet, 6 inches. 3) The council will approve or disapprove the revised plans. 4) The developers must pay Save the Highlands' attorney fees. 5) The council will vote on resuming the residential zoning update and the Highlands portion of the historical survey at its next public meeting.

Ballot measure aims to repeal Arcadia's utility tax. The current tax adds 7% to bills for water, electricity and natural gas and 5% for telecommunications for both residential and commercial customers. If approved, city services will be downgraded significantly. It would eliminate 12.5% of Arcadia's budget.
