Arcadia City Council has two new members and a former city councilman has returned, according to semi-official results of the all-mail ballot election. Tom Beck, a retired attorney, and Sho Tay, a retired businessman, are new. Roger Chandler is the returning councilman.

Arcadia City Council appoints ex-mayor Mickey Segal to fill seat vacated by John Wuo's resignation, until the municipal election in April. Wuo, who served on City Council for 12 years, resigned two weeks ago amid mounting allegations over his endorsement of USFIA and Gemcoin, in addition to an ethics investigation launched in September by the Fair Political Practices Commission. Segal is a CPA. Also the zoning code update resumes.

Arcadia City Council actions proving to be divisive. Charges of campaign finance misdeeds and board racism alleged. Arcadia finds itself a town divided with feelings split about Councilman Sho Tay, who was passed over last month when it came time for his ceremonial turn for mayor. On one side, several people are accusing Tay of campaign finance fraud for spending money, donated to him, on behalf of two other candidates. Others are accusing City Council members of racism for bypassing the selection of Tay for mayor during its annual reorganization.

In a letter sent to Mayor Tom Beck, the HQH Chinese American Equalization Association demands district voting in Arcadia. The association claims at-large system dilutes influence. According to 2010 U.S. Census, Asians represent 60% of the city's population of 56,364 and about 46% of its registered voters. The letter points out that no more than 2 Asian Americans have served on Arcadia City Council at the same time. Beck said Arcadia doesn't have the problem of Asians being underrepresented.

City of Arcadia officials will be traveling to China and Taiwan two two weeks to foster a sister-city relationship by meeting with local government officials there to learn more about government services, residential development and the culture in an effort to better serve Arcadia. More than 50% of Arcadia residents are of Chinese and Taiwanese heritage. The trip tentatively set for March 9-April 1 will cost an estimated $65,000 with $20,000 of it donated by Chinese companies. City of Sierra Madre police must find another way to deal with officer shortage after Arcadia balks at sharing officer. Sierra Madre officials had hoped Arcadia could help through a contract between the cities where one Arcadia officer would help patrol areas of Sierra Madre at night and backup would be available as needed. Arcadia city considers ban on some restaurant takeout containers (polystyrene, aka Styrofoam). Restrictions on straws, utensils also under review. Arcadia Council Member Tom Beck introduced the idea and Council Member Paul Cheng is enthusiastic about it. Jason Kruckeberg, Assistant City Manager and Development Services Director, said the City will work with restaurants and the Chamber of Commerce to implement the ordinance. The Cheesecake Factory is already using eco-friendly containers and utensils.

Arcadia city wants ban on single-use plastic bags just 6 months before a statewide referendum goes to California voters. If adopted, it would affect approximately 36 Arcadia businesses and be implemented in two phases. Phase 1 would begin in early June and would apply to grocery stores with $2 million+ in annual sales, such as Vons, Albertsons, 99 Ranch Market. Phase 2 would include smaller businesses, like pharmacies and convenience stores, and would be implemented 6 months later. See also Arcadia Weekly, p. 4, April 21, 2016.
