Arcadia voters will decide, in a special election next week, whether or not to approve ballot Measure A, which seeks to protect the city's right to collect taxes on cell phone usage. Measure A would not raise any taxes. The city already collects taxes on residential cell phone usage and is seeking to legally protect that practice by redefining what constitutes a telecommunications tax.

If communicated to voters correctly, it should pass, because it would not raise the tax but protect the city's revenues. At stake is about $1 million in yearly revenue. Measure I calls for residents to finance a bond if the district wants to erect new buildings for public schools. Measure P has to do with charging for parking at The Shops at Santa Anita.

Arcadia mail-in voters reject proposal for new lighting assessment districts. Under the proposal, the single-family homes on well-lit streets would pay up for $24 a year. Those with "sporadic" lighting would pay up to $10.12 a year, while homes on streets without lights would pay nothing. The current lighting assessment districts expire in 2010. Out of 14,600 ballots sent out, about 1/3 were returned. The proposal failed by 70 votes. 2,457 ballots voted yes and 2,530 voted no.

The county property roll is at $1.1 trillion, a nearly 1% decrease compared to 2008. Arcadia City Council has approved a new contract with the Pasadena Humane Society (PHS) to provide animal services to Arcadia. The contract is for $69,838, a 3% increase over the current year's agreement. The city has contracted with PHS since 1994.
