Arcadia City Council will vote on a modest water conservation plan that will ban water usage in fountains, restrict water service at restaurants, and ban outdoor watering between 10:00 AM and 4:00 PM. The City's plan is not as drastic as measures taken by many other California cities amid the state's severe drought conditions. The City is required to adopt a conservation plan following the State Water Resources Control Board's decision to impose emergency conservation regulations.

Arcadia city considers ban on some restaurant takeout containers (polystyrene, aka Styrofoam). Restrictions on straws, utensils also under review. Arcadia Council Member Tom Beck introduced the idea and Council Member Paul Cheng is enthusiastic about it. Jason Kruckeberg, Assistant City Manager and Development Services Director, said the City will work with restaurants and the Chamber of Commerce to implement the ordinance. The Cheesecake Factory is already using eco-friendly containers and utensils.

City of Sierra Madre police must find another way to deal with officer shortage after Arcadia balks at sharing officer. Sierra Madre officials had hoped Arcadia could help through a contract between the cities where one Arcadia officer would help patrol areas of Sierra Madre at night and backup would be available as needed. After a five-year hiatus, Arcadia City Council is considering reinstating a policy that would let property owners pay to be assigned a more auspicious house number, which some believe would improve the value of their home. The number 4 in a street address is considered a bad omen in many Asian cultures. In Mandarin language, the word "four" sounds like the word for death, while the number eight is considered lucky, because it sounds like the word for prosper. Arcadia's Asian population is approaching 60% and most potential buyers will be Asian. In a 3-2 vote, Arcadia City Council endorsed the move in principle and directed staff to report back on the costs involved.

Arcadia City Council today will once more reconsider whether to allow customer-requested address changes in light of concerns about a Chinese superstition involving the number four. Since the number four sounds like the word for death in Mandarin and is considered unlucky, some realtors and residents have argued that addresses that end in the number four are more difficult to sell and affect home prices. The cost of processing an address change would be about $2600.

In a letter sent to Mayor Tom Beck, the HQH Chinese American Equalization Association demands district voting in Arcadia. The association claims at-large system dilutes influence. According to 2010 U.S. Census, Asians represent 60% of the city's population of 56,364 and about 46% of its registered voters. The letter points out that no more than 2 Asian Americans have served on Arcadia City Council at the same time. Beck said Arcadia doesn't have the problem of Asians being underrepresented.

City of Arcadia officials will be traveling to China and Taiwan two two weeks to foster a sister-city relationship by meeting with local government officials there to learn more about government services, residential development and the culture in an effort to better serve Arcadia. More than 50% of Arcadia residents are of Chinese and Taiwanese heritage. The trip tentatively set for March 9-April 1 will cost an estimated $65,000 with $20,000 of it donated by Chinese companies. City officials have extended a moratorium on issuing massage therapy business licenses by another 10 1/2 months. Believing that such businesses are often a front for prostitution, officials first enacted a 45-day ban on October 21 on all new license applications for businesses that supply massages as a secondary service. The extension would give authorities time to study the issue more.
